The Program / Department / Team (Program / Department Summary)

The conflict in Ukraine has resulted in over a mass displacement across Ukraine and neighboring countries. The circumstances and populations are constantly evolving with the conflict. Mercy Corps has reopened its registration and presence in Ukraine as well as offices/activities to support people in neighboring Poland and Romania. This includes partnerships, cash, information as protection and other, emergency response activities in a very fluid environment.

The Operations Department provides key support to the entire country program in procurement, asset management, warehouse management, fleet management and facilities & office management for successful program implementation.

The Position

The Operations Coordinator oversees all Mercy Corps operational functions for Poland programs and needed support to Mercy Corps programs in Ukraine. This includes oversight of all administrative, logistical and procurement functions. It also includes facilitating any necessary security operational arrangements for programs in Ukraine. The Operations Coordinator will manage the Administrative Officer, Procurement & Admin Assistant and any other operational positions. They will ensure compliance with Field relevant policies and procedures, with substantive support from Operations Director.

Essential Responsibilities

  • Team management of Operations Personnel [Admin Officer, Procurement & Admin Assistant, drivers, etc.] in Poland.
  • Responsible for the daily operations in Poland to include, the Krakow office, guesthouse [s], and other Mercy Corps locations to a standard where program operations are supported with efficiency and professionalism.
  • Interface with outside agencies on a representational basis as required to maintain program operations in Poland and support to Ukraine. This can include meetings with government agencies, various companies for business support functions, other INGOs and local partners, etc.
  • Act as security focal point for all cross-border movements from Poland to Ukraine.
  • Ultimate responsibility in conjunction with Admin to ensure Poland facilities and office management policies and procedures are implemented as described in the Field Facilities and Office Management Manual.
  • Oversight of procurement, administration, logistics, asset management and IT functions as required for Poland programs.
  • Ensure that Mercy Corps contracts and business transactions/relationships are transparent and in compliance with country law and Mercy Corps/donor policies;
  • Conduct themself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Minimum Qualification & Transferable Skills

  • 3-5 years field experience in Operations management.
  • Proven team management skills.
  • Demonstrated attention to detail, following procedures, meeting deadlines and working and problem solving independently and cooperatively.
  • Excellent negotiation and representation skills.
  • Effective verbal and written communication, organizational, prioritization and Microsoft Office applications.
  • Must be an independent thinker and have strong organizational skills.
  • Excellent oral and written Polish and English skills required. Ukrainian language skills are considered an asset.

Success Factors

The successful Operations Coordinator will be good at problem solving and have the ability to work out methods to deliver successful programs while demonstrating excellent stewardship of donor funds and compliance with Mercy Corps and donor. They will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel both in a managerial and training capacity while demonstrating the ability to multi-task, meet deadlines and process information in support of changing program activities. The most successful Mercy Corps staff members have a solid commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.

Living Conditions / Environmental Conditions

The position is based in (Krakow, Poland), and it may require up to 25% travel to support country programs.
