Department

The People Management Unit (PMU) is responsible for designing and implementing team management and DEI-related learning events for multiple operational sections, including the Ways of Working (WoW) courses and Mentoring and Coaching programs for OCP (Operational Center Paris). The PMU is currently based in New York, with facilitation teams, mentors and coaches recruited and contracted globally.

The PMU’s programs (WoW training programs and Mentoring and Coaching programs) are designed to contribute to the participants’ professional development and prepare them for more senior roles while also contributing to the overall operational success of MSF projects.

Project

The PMU wants to monitor and evaluate learning events to help us better understand how these impact participants, their teams and their projects, as well as how to continue to develop and improve our learning activities and materials. The PMU’s activities are supporting changes in MSF’s workplace environments and learning culture, as well as fostering the implementation of new ways of working within MSF. This role will be integral to tracking progress and accompanying teams to through these transitions.

The PMU Monitoring and Evaluation (M&E) Officer will lead monitoring and evaluating our WoW training courses and our Mentoring and Coaching programs, to help us understand how field teams implement learning in their workplaces, and to support the design and development of future learning events.

The scope of your work will be guided by the PMU Director, with day-to-day support provided by the WoW Program Manager and PMU Cohort Management Associate. You will also be supported by the WoW Technical Referent and the Mentoring and Coaching (M&C) Program Manager.

Scope

This role will help establish and maintain data collection, data analysis and evaluation practices for all core PMU activities, in particular the WoW courses and the Mentoring and Coaching program. Key objectives for the PMU Monitoring and Evaluation (M&E) Officer in the first year will be to:

· lead PMU’s approach to monitoring and evaluating its programs, using and continuously developing our Monitoring and Evaluation plan to capture and analyze data about our learning and development programs.

· implement and improve data collection systems, to help us regularly assess what skills and practices are being implemented from our WoW programs, and collect program feedback from participants, facilitators and other stakeholders.

· collate and analyze program data, developing and maintaining dashboards of key metrics to help us continuously improve our programs and demonstrate the impact of our work.

· work with Program Managers, facilitators and other stakeholders to identify ways to improve our approach to monitoring and evaluation, observing data trends and suggesting areas for further investigation, as well as making recommendations about the best evaluation design and methods to use for L&D events.

· work with stakeholders to build awareness and understanding of how skills development, behavior change, and learning can be measured and evaluated within MSF

· develop and work with a network of L&D and M&E colleagues in MSF Evaluation Units and Learning and Development departments to ensure consistency in how we capture core data points and support the development of learning metrics and evaluation tools through sharing good practice.

· establish data management protocols to ensure our monitoring, evaluation and data management activity meets good practice standards and is compliant with relevant legislation, such as Data Privacy and Diversity, Equity and Inclusion.

· identify ethical and cultural issues to ensure that everyone’s participation in M&E activities is based on informed consent and that their contributions remain confidential.

Once established in your role, you should expect to spend around 50% of your time working on the WoW and its related programs; 10% on the Mentoring and Coaching programs; and 40% on reporting and collaborating with others. You will have the opportunity to attend meetings, training and/or seminars to gain information and/or skills to understand the scope and goals of each program. You will be working with data collection methods such as surveys and questionnaires, focus groups, qualitative interviews, and employee databases and will need to be comfortable working with different software programs. As well as being responsible for putting data collection methods into place, you will work with diverse MSF stakeholders to ensure high rates of participation and engagement in monitoring and evaluation activities, following up as needed to ensure data is comprehensively captured and analyzed at the conclusion of each course and in the following year.

This role will contribute to the development of PMU’s annual plan, identifying metrics to monitor the progress of core activities, as well as suggesting new projects to supplement core metrics and provide ongoing research. You will attend PMU meetings to share practices and results with the team, provide feedback, and review the development of the M&E strategy and activities.

Extent of Public Contact

PMU Monitoring and Evaluation Officer has limited, if any public contact. Questions related to the WoW Training courses will be referred to the WoW Program Manager or WoW Technical Referent. Questions related to mentoring and coaching will be referred to the Mentoring and Coaching Program Manager.

Within the MSF movement, the PMU Monitoring and Evaluation Officer may interact with all levels of staff, field workers and colleagues primarily within OCP, but training interaction may also include participants from other OCs, Epicentre and/or the MoH.

Working Conditions, Travel and Environment

In 2022 it is anticipated that this position will be based in one of MSF-USA’s hubs, although other MSF locations will also be considered. The work location of this role may be reviewed in 2023 or 2024.

While performing the duties of this job, the PMU Monitoring and Evaluation Officer is required to sit (or stand) for long periods. Must be available to work before 9:00 am, and after 5:00 pm or on weekends, as required. Some flexibility required as not all MSF offices, missions, team members and collaborators may be available during regular U.S. EST working hours.

The PMU Monitoring and Evaluation Officer should be prepared to work both virtually from home and when circumstances allow a hybrid working model to be adopted, from an MSF office. If working in the United States, this will require two days mandatory work from an MSF-USA office (Tuesdays and Wednesdays). As such, the PMU Monitoring and Evaluation Officer’s working environment must be conducive to working independently and attending virtual meetings, including access to high-speed internet and allowing for focused and uninterrupted periods of time.

It is not anticipated that the PMU Monitoring and Evaluation Officer will be required to travel to the field.

PMU MONITORING and EVALUATION OFFICER PROFILE

ESSENTIAL QUALIFICATIONS

· Knowledge of evaluation methodologies, preferably as they apply to L&D activities

· Previous experience leading or supporting M&E activities, including:

o designing and using data collection methods;

o using and/or adapting to whatever software is being used for data analysis;

o training others to follow evaluation processes; and

o analyzing evaluation data

· Previous experience planning and implementing complex projects, including reporting on activities. Willingness to work autonomously within a collaborative team environment.

· Ability to develop strong relationships with multiple, diverse stakeholders

  • A strong communicator, at ease working with individuals and groups, comfortable presenting information in different ways and able to share technical concepts in straightforward language.

· Highly proficient using computers and able to quickly learn how to use the software applications used by the PMU, including Sharepoint, Microsoft Office, Microsoft Teams, Zoom, Salesforce and others

· A passion and commitment for the mission and values of MSF, including a commitment to Diversity, Equity and Inclusion

PREFERRED QUALIFICATIONS

· Experience working with an international development or humanitarian agency

· Able to trouble-shoot technical issues (including software / hardware / internet connectivity), and quickly identify solutions

· Knowledge of statistical best practices

· Professional fluency in more than one language (English, French, Arabic, Spanish)

· University degree or technical school certification – preferably in Statistics, Computing or Information Technology (IT) and/or management (HR, Business, Administration, Learning and Development), or another relevant subject
