Job Purpose

The focus of this post is to provide support to the IFRC Libya delegation from Libya in following up the implementation of the supported/planned projects in Libya, identify support opportunities, maintain continuous communication, provide security overview, and pursue excellent relationship with LRCS at all levels, and represent IFRC towards LRCS leadership and the partners.

Job Duties and Responsibilities

PMER:

-Act as a focal point for joint activities between IFRC and LRCS and/or other partners.

– Ensure smooth, timely and quality implementation of the planned activities working closely with the LRCS technical departments and provide technical support to LRCS whenever needed.

– Follow up – In close coordination with the delegation’s finance officer – with the financial department in LRCS all the financial clearance required for the work advances and fund transferred by the IFRC.

– Closely follow up – In close coordination with the delegation’s technical team – with the LRCS technical departments to ensure timely submission of the narrative reports and provide

– Communicate IFRC programmatic results and evidence internally and externally to be a voice of accountability and inform the broader organizational accountability., through timely and quality planning and reporting at MENA level

– Conceptualize, write, visualize information, and consolidate progress reports inclusive of M&E and research data and findings.

– Ensure systems in place are efficiently and effectively used to channel regular and data management for timely, accurate and accountable information sharing

– Promote the adoption of new and relevant technologies for M&E data collection, including the use of mobile data collection; web-based program management systems; data collection, analysis and visualization software; and learning platforms for PMEAL.

Field Officer:

– Support establishment of IFRC delegation in Libya once status agreement is approved and prepare – with the HoD and other relevant departments – for the relocation of the delegation to Libya.

– Identify the gaps in the humanitarian contexts those need to be addressed and provide them to the technical team and HoD.

– Identify collaboration opportunities with other partners in the country going in line with the IFRC strategy and the delegation’s operational direction.

– Conduct field visits to different cities in Libya to follow up the projects’ implementation as needed.

– Establish and ensure effective working relationships with internal and external stakeholders;

– Ensure effective relationships with the LRCS counterparts and leadership;

– Provide bi-weekly progress reports to the HoD.

Security:

– Act as security focal point whenever needed, prior to the field trips of IFRC delegation. – Establish good relationship with ICRC & LRCS security focal points.

– Provide the HoD with periodic political, financial, security situation analysis of the country, as well as the National Society. General administration

– Organise and facilitate country visits and deployments in coordination with the HoD.

– Organise conferences, courses, and workshops (physical or virtual) and attend or deliver as necessary.

– Other duties as assigned by IFRC HoD. Other Uphold the Fundamental Principles of the Red Cross and Red Crescent Movement and work within the Society’s equal opportunities policy.

Education

Relevant University degree – Required.

Experience

Minimum three years of relevant experience in managing complex humanitarian operations and development programs, of which three years in similar positions – Required.

Red Cross/Red Crescent knowledge and experience – Required.

Representation and diplomacy – Required.

Experience working in the context – Required.

Knowledge, Skills and Language

Knowledge & Skills:

Understanding of the relevant country/region context – Required.

Basic Knowledge on organizational development and change management – Required.

Proven program management skills including planning, monitoring, evaluation and reporting – Required.

A good understanding of humanitarian issues Excellent written and verbal communication skills – Required.

Presentation and report writing skills understanding of financial management – Required.

Excellent IT skills, including all basic MS office packages – Required.

Ability to organise workload and ensure administrative tasks are dealt with efficiently – Required.

Ability to work well as part of a team Strong interpersonal skills and cultural sensitivity – Required.

Capacity to work under pressure and to respect deadlines – Required.

Willingness to work out of office hours when necessary – Preferred.

Willingness and aptitude for humanitarian field work, and availability to travel at short notice, including overnight stays in Libya when required – Required.

Languages:

Fluently spoken and written Arabic – Required.

Fluently spoken and written English – Required.

Good command of another IFRC official language (French, Spanish ) – Preferred.
