PMER Delegate

Job Purpose

Reporting to the IFRC PMER delegate under the Migration and Disaster Response programme, The overall purpose of this position is to contribute to the strengthening and improvement of the quality, accountability, performance and impact of programmes and operations supported by IFRC in Türkiye. This includes working directly with TRCS, providing technical assistance and guidance for PMER-related matters, and conducting reliable planning, monitoring, evaluation and reporting on TRCS programmes and operations supported with IFRC multilateral funding.

Job Duties and Responsibilities

Planning and Reporting

  • Support the Head of Emergency Operations and PMER delegate in coordinating with operations and programme teams to ensure that various programmatic areas are properly captured in the different PMER tools (e.g. emergency plans of action, emergency appeals, operation updates, donor reports, etc.).
  • Support the preparation of operational and programmatic reports to ensure accurate, thorough, timely and useful reporting of activities and impacts, internally and externally.
  • Support the collection and analyses of data to improve and strengthen programme quality, performance and impact.
  • Ensure narrative reporting adheres to IFRC reporting formats and different donor requirements during preparation, in coordination with the relevant financial information.
  • Support the revision of the International Appeal and the transition to annual plans.
  • Support the emergency appeal process for emergency operations should the need arise.

Technical assistanceand capacity building

  • Provide technical assistanceand guidance for assessments, planning, monitoring, evaluationand reporting of related programmes and operations.
  • Support the development, use and institutionalization of planning, monitoring, evaluationand reporting guidelines, templates and tools.
  • Support and assist the National Society in improving their planning, monitoring, reporting and evaluation processes, procedures and systems.
  • Contribute to increasing and supporting development of PMER technical capacity of TRCS and IFRC staff through training, workshops and/or capacity building initiatives.
  • Participate and contribute to the design and implementation of programme surveys, and other components of the M&E system to ensure these are timely, useful and ethical.
  • Conduct field monitoring visits with TRCS programme staff.
  • Contribute to a culture of learning, performance and accountability by identifying and sharing best practices in planning and reporting with the IFRC Secretariat and National Societies.

Education

Relevant university degree or broad professional experience in related field.

Experience

  • Relevant experience in planning, donor reporting, monitoring and evaluation work in an international environment.
  • Relevant experience in providing programme planning support in emergency response operations
  • Understanding of the humanitarian sector and development projects.
  • Familiarity with IFRC structures and environment is preferred.

Knowledge, Skills and Languages

Required

  • Excellent written and verbal communication skills.
  • Able to provide layout and produce attractively presented printed material.
  • Excellent computer skills (Microsoft Outlook, Word, Excel, Power Point, Adobe etc.).
  • Basic understanding of humanitarian operations as well as gender, protection, social or human vulnerability issues.
  • Inter-personal skills and sensitivity towards different cultures, diversity and gender differences.
  • Ability to prioritize, be pro-active and achieve results through collaboration and teamwork
  • Extremely strong time management and organizational skills with very close attention to detail.
  • Ability to handle complex tasks independently.
  • Competence to work in a stressful and time-sensitive environment.

Languages:

  • Fluently spoken and written English.
  • Excellent command of spoken and written Turkish.
  • Competency in Arabic will be an advantage.
