Help a Child is a Christian International NGO founded in 1968 specialized in Protection/child protection, FSL, and Peacebuilding with its headquarters in the Netherlands. Help a Child’s mission is to improve the wellbeing of children, their parents, and their communities living in poverty and crisis around the world and South Sudan specifically. Help a Child has been operating in South Sudan for more than 10 years but it finally established its office in the country in 2018. The country office of Help a Child is based in Juba with a full flag field office in Wau with wider operational areas covering Western Bahar El Ghazal, Warrap and the Central Equatoria States, including Greater Pibor Administrative Area. Help a Child is setting up its field office in Pibor in 2022.

Help a Child is inviting applications from suitably qualified candidates for the position of Participatory Monitoring, Evaluation, Accountability and Learning (PMEAL) Coordinator for its South Sudan program. Due to the urgency of this position, the applications will be reviewed as they come. The candidate is expected to start work possibly by the beginning of March 2022. As such, the earlier your application is received the better.

Duties and responsibilities:

1. Leads the development of a comprehensive PMEAL Plan and functional System for Help a Child South Sudan;

· Support the development of a useful and effective MEAL system that will be used for monitoring, reporting and learning the impact of all projects under HAC South Sudan;

· Work with the Country Program Director and program staff to develop M&E plans, data collection and reporting tools, filing system and performance indicators tracking;

· Coordinate with the team the development and regular review of PMEAL plan

· Support program team in the development and reviewing projects’ plans

· Participate actively in team planning and coordination/reflection meetings to ensure that data collection, analsysis and data quality is considered in teams’ activity;

Result: Comprehensive and realistic MEAL plan and functional system for Help a Child South Sudan developed and strengthened.

2. Ensures that all programmes and projects adhere to the HAC’s South Sudan Strategic Plan and Projects Management Standards (PPMS);

· Develop good working relations with Program Manager and program staff to ensure that PMEAL remains a high priority in development and emergency programs;

· Actively contribute to induction for new staff at the field level to ensure that M&E perspectives are considered;

· To oversee the day-to-day management and updating of implementation of the different projects, introducing relevant data system to the field offices with proper management of database systems.

· Play active role in the designing of program/project, provide leadership in drafting log frames

· To participate in designing and execution of specific studies, assessments and learning in co-ordination with Program Manager and project managers;

· To coordinate with program staff to create a feedback loop so lessons learned are incorporated into program implementation and development;

· To provide specific reports as requested by CPD, Program Manager, Project managers and Field Team Leader to the agreed format and schedule.

Result: Program & projects and finance management standards and processes are followed that contributed to quality program delivery.

3. Establishes effective knowledge management mechanisms including documentation of baselines and outcomes/impacts;

· Assist the CMT in tracking, consolidating and uploading/forwarding of project technical progress reports to relevant partners and donors; including HQ.

· Working closely with Program Manager, to provide backstopping and guidance in the performance of the Organizational Strategic Plan;

· Assist Programme Manager including project Coordinators in providing support to project evaluations and consultancies;

· Prepares relevant technical briefing papers and status updates to the HAC Country Management Team (CMT);

· Synthesizing strategic reports aligned to the Strategic Plan for presentation to HAC Board through relevant operations and support Managers;

· Take lead in PMEAL capacity building activities for HAC Project staff, including partners and relevant stakeholders

· Establish and strengthen worthwhile community based feedback and complain mechanism (CBCFM)

· Support the team in developing quality reports and human success stories,

Result: Knowledge management mechanism established and strengthened

4. Take charge of collating and synthesizing information, updating the monitoring matrix and other monitoring tools in place for both, operational and program development

· Support project/ program staff in conducting regular review of projects implementation and M&E plans

· Support the team in regular data collection and sharing; and encouraging them to give feedback on the effectiveness of the tools

· Convene and facilitate learning events for HAC’s staff to strengthen implementation delivery and capturing of best practices;

· To identify M&E gaps and quality gaps, and actively address their causes through training, field visits, and proposal of solutions to line manager;

· To assist in data quality assurance and compliance with DR grants related reporting requirements and their timely submission;

· To ensure that accountability to beneficiaries becomes a core element and success indicators for all program activities;

· To work together with Program Manager to review current M&E practice, and assess how beneficiaries can best be involved at every stage of the programme cycle

· Perform other relevant duties as requested by the Country Program Director

Results: MEAL information is organized and monitoring matric and tools are developed and utilized.

Qualification and personal specifications:

Knowledge/Essentials:

· University degree in social sciences or development related fields, masters degree will be an advantage.

· Minimum of 5 years of working in MEAL field and relevant working experience in post conflict /humanitarian response.

· Familiarity with project cycle and current principles/ approaches of Monitoring, Evaluation ,accountability and Learning in emergency or post conflict context

· Strong knowledge of the Humanitarian Core Standards and the Sphere guidelines

· Ability and willingness to make frequent field visits to project sites and work in hardship environment

· High level of computer literacy (MS Word, Excel, Access, SSPS and Power Point) and data management,

· Commitment to Help a Child aims, values and policies, including Integrity, child safeguarding and data protection

· Ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods;

· Excellent interpersonal, organizational and written/verbal communication skills, including in cross-cultural settings;

· Excellent verbal and written communication skills, including high-level interpersonal and representational capabilities; fluency in written and spoken English essential.

· An understanding of gender, people with special needs, child protection plus diverse considerations within key areas of responsibility and commitment to addressing inequalities in the workplace and the programme activities.
