PMEAL and CEA Advisor (National Role) – British Red Cross

Job Purpose

The overall purpose of the role is to support and facilitate quality programming and stronger National Societies in the MENA region in order to have greater impact on the lives of disaster-affected people and communities.

The PMEAL Adviser will work with selected National Societies in countries in the MENA region (including during emergency response), which receive BRC support in order to engender good practice in PMEAL and Community Engagement and Accountability (CEA). In some countries, this might be ad hoc support, whilst in others it might be capacity building of NS staff.

Ensure the development and application of BRC’s PMEAL-related tools and methodologies, and adherence to compliance mechanisms. Work with key regional Red Cross Movement actors on strategic PMEAL and CEA-related issues

Job Duties And Responsibilities

Emergency Response and Program Quality including Minimum Standards

  • Works with BRC-supported programmes and prioritized National Societies in MENA to strengthen their approaches to PMEAL and CEA
  • Works closely with IFRC Regional Office to ensure that approaches to PMEAL and CEA are aligned and to identify areas for collaboration
  • Works with BRC and NS staff to ensure the PMEAL and CEA minimum set of standards are achieved as part of programmes, including programmed planning, developing clear program logic and robust MEAL plans and ensuring the Safe and Inclusive Minimum actions are in place
  • Support NSs to develop relevant information management systems for analyzing complaints and feedback received to BRC projects as required
  • Supports on funding proposals with formulation of Theory of Change, log frame, indicators and to ensure quality PMEAL and CEA are included
  • Supports the design and implementation of reviews, evaluations and learning events, working with other PMEAL Advisers, BRC Technical Advisers and/or consultants to co-lead or lead selected reviews (including partnership reviews), evaluations, and learning events including quality assurance
  • Supports cross learning between BRC supported programmes in the region and shares sector learning on common/relevant themes
  • Supports emergency appeals analysis and documentation of learning from emergencies to guide decision making

Support to National Societies and BRC in PMEAL/CEA

  • Supports National Society partners to adapt IFRC and other MEAL/CEA tools to their context and needs (including emergencies) – aiming for approaches/tools that are realistic and feasible
  • Supports the development of MEAL tools for assessing the impact of organizational development and capacity building including participatory methodologies
  • Supports and mentors PMEAL staff in selected National Societies when requested
  • Supports or delivers PMEAL/CEA training and facilitate broader learning opportunities to NS, the International Directorate and regional teams
  • Keeps abreast of PMEAL/CEA developments across the sector and shares learning
  • Supports the development and implementation of evaluations as required.

Support to the International/Corporate Strategy including Learning

  • Supports regional teams when developing Regional Action Plans and setting indicators and annual targets as part of reporting against the International/Corporate Strategy
  • Produces when required case studies and learning documents for dissemination, in collaboration with others including the National Society
  • Support the compilation of an evidence base of good CEA practice that demonstrates the measurable value, benefits and effectiveness of CEA in delivering program outcomes and impact
  • Builds relationships within RC/RC Movement and other organizations in the region to influence others and incorporate and apply lessons and good/best practice from outside BRC into organizational learning

  • Supports other team members both in the PMEAL and regional teams
  • Provides clear and useful analysis and support as an advisor.
  • Work and behaves in accordance with all BRC policies and procedures

  • Supports program teams with completing PMEAL and CEA-related work as needed.

Education

University degree (or equivalent work experience) in relevant to international

humanitarian aid and/or development – Required

Experience

  • Relevant professional experience in PMEAL within the international humanitarian system or international development context for a minimum of 6 years – Required
  • Significant, hands-on and up-to-date understanding of monitoring, evaluation and impact assessments – Required
  • Proven PMEAL technical and advisory expertise in international, cross-cultural contexts – Required
  • Demonstrated knowledge and experience of integrating CEA into humanitarian or development programming – Required
  • Practical field experience of designing and establishing feedback and accountability systems- Required
  • Ability to facilitate and advise on participatory approaches – Required
  • Experience of establishing effective relationships to influence and enable decision making – Required
  • Experience of delivering training and capacity building- Required
  • Building organizational partnerships and capacity, with a specific focus on national/local partners, in PMEAL and CEA- Required
  • Experience leading / commissioning / supporting evaluations and learning reviews – Required
  • Experience in budget management – Required
  • Experience in RC/RC movement – Preferred

Knowledge, Skills and Language

  • Clear and precise oral and written communication skills, including ability to engage with a variety of staff of different experience and managerial levels – Required
  • Ability to analyze both quantitative and qualitative data and interpret information to communicate to and persuade decision makers / different audiences, both written and verbal – Required
  • Strong workshop facilitation and training, including the development of training packages and resources – Required
  • Up-to-date knowledge of good practices in performance and accountability, particularly CEA, CHS, PCM, M&E, value for money and learning – Required
  • Resourceful and capable to research and source information. Strong quantitative and qualitative data analysis skills – Required
  • A can-do attitude, with an ability to work independently and under pressure – Required
  • Strong organizational and planning skills including accuracy, consistency, and attention to detail – Required
  • Strong analytical skills, with proven problem-solving experience – Required
  • Self-sufficient in computers (particularly Excel, Word, SharePoint, PowerPoint, Zoom) – Required
  • Ability to establish priorities, plan, coordinate, implement and monitor work plan – Required
  • Ability to develop and maintain effective remote working relationships with counterparts in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity – Required
