Context:

IOM is transitioning towards stronger Results-Based Management (RBM) practices and systems. The RBM Unit supports and provides guidance on strategic planning at global, regional and country level and is working towards enhanced results reporting across the Organization.

The RBM Unit is situated within the Department of Strategic Planning and Organizational Performance, encompassing the organizational units tasked with the implementation of Risk Management, Monitoring & Evaluation, Results-Based Management and Operational Compliance.

Under the direct supervision of the Chief of Results-Based Management, the Planning Officer will support IOM’s global reporting requirements with a particular focus on IOM’s Annual Report process.

Core Functions / Responsibilities:

  1. Support the roll out of IOM’s RBM work in IOM Headquarters, Regional and Country Offices, with the overall aim of streamlining and strengthening IOM’s institutional planning and reporting mechanisms.
  2. Provide support on IOM’s data collection exercises, such as the Institutional Questionnaire, Organizational Effectiveness survey, including conducting regular internal consultations with Headquarters Departments and Divisions, Regional Offices and Country Offices, and conducting regular reviews of the progress of implementation and recommend adjustments as necessary.
  3. Contribute to the development of tools, facilitating knowledge exchange, and introducing information and Communications Technology (ICT) innovations to support data collection, analysis and use, with a particular focus on efforts to improve the Institutional Questionnaire and Annual Report process.
  4. Contribute and coordinate content for the IOM Annual Report and associated Highlights Report, drawing upon IOM’s data collection tools, and in close coordination with the Executive Office and Governing Bodies.
  5. Support and contribute to awareness-raising sessions and briefings with key stakeholders within the organization, such as HQ Departments and Divisions, senior management, as well as the Executive Office, on corporate reporting systems to help improve results reporting.
  6. Contribute to other Unit priorities, including but not limited to, the roll-out of IOM’s Strategic Results Framework, the development of IOM Regional and Country Strategies, institutional quality assurance exercises, as well as contributing to high-quality results reports.
  7. Undertake staff duty travel as needed.
  8. Perform any other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree, preferably in International Relations, Business Administration or Economics, Social Sciences, Development Studies, Statistics, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Professional training in results-based management, monitoring & evaluation and/or project management.

Experience

  • Demonstrated professional experience working on Results-Based Management, within United Nations entities, Intergovernmental Organizations, and/or governments;
  • Strong writing skills with experience in developing corporate documents and reports, such as Annual Reports or publications for external dissemination (in English);
  • Experience in data collection exercises as well as the usage of office software packages (MSWord, Excel, etc.), and strong knowledge of spreadsheet and data analysis.

Skills

  • Demonstrated conceptual and analytical thinking abilities;
  • Strong coordination skills, actively promotes open communication and knowledge sharing to ensure high quality outputs, with respect for individual and cultural differences;
  • Proactive attitude and proven capability to multi-task, prioritize and produce quality work accurately and concisely, both independently and as part of a team;
  • Demonstrated public speaking skills, ability to speak and present effectively and persuasively to different audiences;
  • Building and maintaining partnerships with HQ divisions and field offices.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Spanish and/or French is an advantage.
