The Planning, Monitoring, Evaluation, and Reporting (PMER) Manager reports directly to the PRC Secretary General. They will establish and maintain a framework to guide the corporate planning process and ensure coherence of programs and projects to the PRC Strategic Plan. Responsible for monitoring organizational performance vis-à-vis its strategic goals. Ensure that all approved plans are implemented in a timely and effective manner. Recommend intervention in the event that there is a deviation from expected outputs.

Planning, Monitoring, Evaluation, and Reporting

· Establish baseline data and develop a database on core indicators for planning, monitoring, and evaluation of PRC programs and projects according to the PRC Strategic Plan

· Facilitate the formulation of the PRC Strategic Plan- its dissemination and implementation

· Facilitate the development of the PRC Operational Plan to achieve the strategic goals and prepares the PRC Annual Plan based on the Operational Plan in collaboration with the various organizational units

· Provide technical assistance to various departments in the planning, monitoring, and evaluation process

· Establish reporting formats and requirements to facilitate the interpretation of reported data easily

· Monitor organizational performance and implementation of projects based on the Operational Plan and Annual Plan

· Map out and identifies existing areas with PRC projects and areas that need intervention including disaster and/or hazard-prone areas to support future programs and project planning processes

· Provide appropriate analysis and feedback to operational units to ensure the accomplishment of targets

· Conduct evaluation, special studies, and research to enhance the overall performance of the entire organization and its individual units with appropriate recommendation and approval from top management and the Board of Governors

· Provide management with sufficient information regarding the organization’s performance to aid in their decision-making processes at a macro level

Management

· Annually develop the unit goals and ensures that it is aligned with the strategic direction of the organization

· Evaluate the individual and team’s performance and provide feedback to ensure that the unit goals are being achieved

· Devise an effective and efficient task structure for the PMER Office’s staff and continuously monitor their workload to ensure that outputs are delivered on time and the quality of work is not compromised

· Participate in the development of the organization’s strategic direction

· Orient and/or train newly hired staff with the culture and processes of the PMER Office

· Propose and maintain the annual budget of the unit

· Prepare and submit the monthly and/or annual report of the unit to the Secretary General
