Position Overview

In this role, you will be responsible for collecting high quality data for the Ethiopia country projects and ensuring the data collected conforms to established M&E procedures and formats. The M&E processes shall demonstrate periodic changes and program impact, generating both quantitative and qualitative outputs. Additionally, you will manage other M&E related tasks as asigned by the Ethiopia Country Manager and the Regional team in Kenya. You will also act as learning focal point at the country and play a critical role in recording and disseminating learning from the project levels.

Position in the Organisation
The Monitoring, Evaluation and Learning Officer reports to the Ethiopia Country Manager and works closely with the Regional PMEL Manager. S/he also works closely with the regional programming team and the Network.

Key Result Areas:
Develop /draft the M&E framework for country projects to ensure that they meet donor requirements and maximizes evidence generation.
Implement efficient and logical data flow systems that build off of existing national data collection mechanisms and ensure timely gathering of project data.
Institute data quality assessments and other data quality assurance measures to ensure data collected for the country projects are accurate and reliable.
Collect and collate M&E data according to projects’ M&E guidelines, policies, and reporting formats. This include data verification, and validation and data quality assessments (DQAs).
Manage data analytics as well as development of interactive data dashboards.
Conduct routine monitoring visits to project sites
Execute a quality-checking mechanism for information received from the projects teams and partners (including CSOs), to ensure high level of accuracy and clarity in data collection and reporting.
Advise regional teams and partners (CSOs) on issues of data quality and compliance with M&E standards and processes.
Collaborate with regional project teams, and assist them in successful implementation.
 Data collection, verification and supporting in report writing for all country programs.
Support in training projects partners on data collection, project monitoring and evaluation.
Support country programme managers in the development of proposals, specifically the theory of change and measurement plans.
Assist the Country Manager in managing the portfolio of projects and administration of projects in Salesforce system.
Work in close cooperation with relevant managers to meet the monitoring and evaluation needs of the donors and business partners.
Closely monitor and report on the results and progress made with regard to the project implementation and provide feedback to the Regional PMEL Manager and regional staff.
Work closely with the Regional PMEL Manager and support the preparation of quarterly, annual, planning and progress reporting.
Keep abreast with the latest developments in monitoring & evaluation, quality management, and introduce them to the organization.
Support in communicating programme impact.
Prepare budgeting for PME programmes as well as additional fundraising for monitoring and evaluation.

Knowledge and experience
Bachelor’s degree in Statistics, Mathematics, Social Sciences or a related field. A Master’s Degree is an added advantage.
At least 4 years of experience in monitoring and evaluation, with experience executing M&E tools and methodology, data collection and analysis.
A minimum of seven years of work experience with at least three (3) years of managerial experience in Monitoring and Evaluation in an INGO (essential).
Experience in Project Management monitoring and evaluation tools, systems and technology.
Demonstrable experience of designing M&E tools, surveys, and evaluations.

Experience in technical report writing and research activities.
Proficiency in Microsoft Office and data collection tools such as KOBO, as well as analysis and presentation software such as Tableau, PowerBi, R, Python
Self-motivation, creativity and an ability to perform without close supervision.
