Job Title: Planning, Monitoring and Evaluation Advisor (maternity cover)

Reports to: Programme Approaches and Learning Senior Advisor.

Liaises with: Other advisors within Concern’s Strategy, Advocacy and Learning Unit, Concern’s International Programme Department, Overseas staff.

Job location: Dublin with 30% overseas travel

Pay Band: Pay Band 5: €49,905 – €58,711

Contract: 12 months

Job Purpose:

To support the commitment of Concern to effectively monitor and evaluate all programmes (medium-to-long term and rapid-onset emergencies) and apply a Results Based Management approach to constantly improve programme quality

Key Responsibilities:

Support to programme planning and monitoring across all Concern programmes and countries:

  • Review of Proposals, Logframes and Theory of Change across all programmes in all countries, providing prompt and actionable feedback to maximise alignment with Concern processes (particularly alignment with Concern standard indicator lists)
  • Facilitate in-country programme planning processes, in adherence with Concern’s Project Cycle Management System, including rolling out existing Concern specific programme planning tools (Contextual Analysis, Theory of Change, Programme Toolkit) or developing new ones
  • Provide support to country teams to set up or review their monitoring system

Support to data collection throughout the Programme Cycle

  • Review and provide feedback on M&E plans prior to data collection
  • Support or lead on the design and implementation of complex data collection exercises
  • Develop or collaborate in the development of qualitative and quantitative data collection tools across all sectors
  • Advise on appropriate data collection methods

Support to Results Based Management

  • Support country teams to have timely access to accurate information from data collected
  • Strengthen quarterly and annual review processes at country level emphasising use of data for programme planning and adjustments.
  • Review and feedback on annual reports

Supporting Evaluations and Promoting Learning

  • Review inception reports on evaluation methodology to ensure they are of high quality and are methodologically sound
  • Review evaluation reports to ensure they are of high quality, in particular that they are evidence based and use appropriate methodologies
  • Link with research institutions to ensure learning from research projects are integrated into Concern’s M&E system
  • Work closely with Concern’s Knowledge and Learning Advisor to ensure learning is captured from monitoring systems and evaluation exercises

Documentation and Information Management

  • Manage and maintain Concern’s Programme Quality Guide internet site
  • Ensure accurate and comprehensive documentation of PM&E processes and procedures
  • Identify any gaps in current Concern M&E guidance (across both development and emergency programmes) and research and fill those gaps as required within the framework of the existing Programme Quality Guide
  • Working with sector advisors, review and improve sector specific monitoring guidance and tools
  • Working with sector advisors, assess potential for digitizing of sector specific monitoring tools and facilitate that process with the Digital Data Gathering team

Capacity Building on Concern M&E processes

  • Continuous capacity building of all staff (new and existing) on Concern PM&E processes through field visits, induction sessions, webinars and eLearning modules
  • Specific support to roll out of Concern’s Digital Data Gathering system
  • Collating and disseminating quarterly update on M&E development
  • Acting as mentor to volunteers and other M&E staff as required

Human Resources

  • Collaborate with all countries in the definition of solid M&E structures
  • Support recruitment of national and international staff for M&E related positions, including reviewing CVs, developing and reviewing technical tests and participating in interview processes

Skills and Experience Required:

Essential:

Experience Working on Monitoring and Evaluation

  • At least three years working in developing countries/ humanitarian contexts or supporting developing country programmes in M&E
  • Specific experience working on M&E of Health (including WASH and Nutrition), Education and Livelihoods, as well as M&E of cross cutting issues such as Equality, Conflict sensitivity, Protection, HIV and AIDS, Disaster Risk Reduction, Climate Adaption, Environment, Partnership
  • Practical experience on programme planning especially developing Theories of Change, Logframes and M&E Plans, and conducting Context Analysis or Needs Assessment
  • Practical experience of putting in place robust, project and country-level monitoring systems
  • Practical experience conduction or managing project reviews and evaluations

Data Collection

  • Knowledge and practical experience in conducting quantitative data collection, including developing high-quality data collection tools, sampling and data analysis
  • Knowledge and practical experience in qualitative methodologies including developing high-quality data collection tools, sampling and data analysis
  • Experience working with Digital Data Gathering systems

Data Use

  • High level of analytical capacity and use of data analysis tools (Excel, SPSS, R, Dedoose etc.)
  • Demonstrated experience of using data for project/programme management

Documentation and Presentation

  • Ability to communicate complex information in an accessible format
  • Excellent presentation and writing skills

Capacity Building

  • Experience of capacity building of both internal and partner, M&E and non-M&E staff in Planning, Monitoring and Evaluation processes
  • Experience in developing practical guidance, tools and resources for project and programme management that are accessible for field staff

Team Work

  • Excellent interpersonal communication skills and ability to operate as part of a team as well as working independently
  • Excellent spoken and written English

Desirable:

  • Ability to work through French and/or Arabic
  • Previous experience with IForm Builder and/or use of JavaScript
  • Knowledge and understanding of research methodologies
