MISSION

To implement an adequate pharmacy management system, both at mission and base level, and train the national pharmacy staff. You will have to work under MdM quality standards to ensure an adequate supply of medicines, consumables, and medical equipment.

GEOGRAPHICAL SCOPE OF INTERVENTION

The successful candidate will be based in Chernivtsi, Ukraine, with mobility between bases.

ORGANIZATION CHART

The candidate will report to Medical Coordinator in close collaboration with the HQ Pharmacy Advisor.

FUNCTIONS

Pharmacy management and organization

Review and strengthen the national pharmacy structure of MdM’s mission, both at warehouse, procurement, and technical staff levels.

Conduct a GSDP assessment of MdM’s pharmaceutical warehouses and internal procedures to develop a CAPA plan, and implement critical corrective actions.

Implement essential pharmacy management tools, both at mission and base level, and design new ones if necessary.

Implement Sagastock in the different bases for the management of stocks.

Supervise closely the Central Pharmacy (main warehouse) in Chernivtsi ensuring an adequate management by pharmacy staff according to quality standards (WHO GSDP and MdM guidelines).

Monitor the management at project sites (stock movements, inventories, analysis of stocks, etc.).

Guarantee the proper management of the cold chain throughout the cycle.

Ensure the correct handling of expired and/or damaged pharmaceutical products.

Ensure appropriate preparation and distribution of donations to Health Facilities according to project needs and check the rationality of the requests.

Pharmaceutical procurement

Ensure the proper elaboration and reception of national and international orders.

Support the medical coordination in the preparation of medical MRs.

Provide technical support to the procurement team with international and national orders in collaboration with Medical Coordinator/Deputy MedCo and Logistics Coordinator.

Provide technical support in the quotation process for national and international orders.

Ensure that all procedures for the supply cycle are made in time according to the mission supply chronogram.

Review procurement procedures with medical and logistics teams to ensure compliance with the required quality standards, as well as those established by donors.

Review the quality of pharmaceutical suppliers and medical supplies to ensure the compliance with MdM and donor standards.

Technical support and capacity building

Participate in the recruitment process of new pharmaceutical staff.

Ensure the technical capabilities of MdM pharmacy staff through a training plan for the correct fulfilment of the defined procedures and standards.

Ensure the training of the national Pharmacy Manager and the proper handover.

Work with the medical team in the elaboration of the MdM standard list of medical supplies.

Organize trainings on drug prescription and dispensing, rational drug use, pharmacy management, or safe disposal of pharmaceuticals for local medical staff and mobile unit teams upon request.

Visit Health Facilities and MdM MU locations on all bases, providing technical support to the team on the spot and sharing the field trip reports with the Medical Coordinator/Deputy MedCo.

Define a plan to monitor consumption, stocks, and needs in the health facilities supported by MdM.

Identify possible trainings in pharmacy management and rational use of medical supplies at health facilities supported by MdM.

Communication and reporting

Elaborate a monthly report of activities and share it with medical coordination and HQ Pharmacy Advisor.

Participate in medical coordination meetings.

Elaborate a final report with the activities carried out and a prospective work plan for the pending tasks, if any.

Minimum requirements

REQUIRED QUALIFICATIONS

Academic: Bachelor’s Degree in Pharmacy.

Valuable: Master’s Degree in International Cooperation and/or Humanitarian Aid.

REQUIREMENTS

Language requirements: Fluent English (written and spoken), Ukrainian and/or Russian will be an asset.

Computer requirements: Office package (Excel is mandatory), inventory management software. Previous experience with Sagastock will be an asset.

EXPERIENCE

At least 3 years working with international NGOs managing a pharmaceutical warehouse at mission/national level. Experience in designing and setting up the pharmacy system of a mission will be an asset.

Previous experience in emergency contexts.

Previous experience in armed conflicts.
