Field-based position with visits to the headquarters in Geneva

Context

Médecins sans Frontières (MSF) is an independent humanitarian organization providing medical aid to victims of man-made or natural disasters, epidemics and endemics. Its Operational Centre in Geneva is responsible for medical assistance programmes in 24 countries.

Tasks and Responsibilities

Scope of responsibilities

  • Support the Cell 1 missions to ensure implementation and management of pharmacy work according to OCG norms and standards (from MSL to rational drug use, etc).
  • Implementing and monitoring with the 5 MedCos and the 5 mission Pharma Coordinators/Managers to ensure that all the pharmacy management fundamentals/tools are implemented and followed.
  • Support for the general monitoring of the management system implemented in the missions and projects.
  • Participating in the planning and setting-up of new pharmacies in the country and in support of the Medco, contributing to the drawing up.
  • Organizes trainings as needed (participate in the recruitment, training/induction, setting objectives, evaluation, potential detection, development, and communication).
  • Participate in the capitalization of the management system, ensuring there is a system that allows good collaboration between the medical department and the logistics department (pharma supply team).
  • Build and follow up with the Supply team on the implementation of supply strategies related to medical items.
  • Availability to do a gap filling when required by the missions and the Cell.
  • Collaborating with the MedCo, RMP/Mission pharmacists and log team to define the necessary prepositioning of stocks for the missions. Active support during the budgeting plan of action and periodic orders.

Data collection and analysis

  • A communication system for data collection, verification and analysis of monthly consumption statistics and data and collection for monitoring and surveillance of optimal quantity & quality of medicine use, antibiotic stewardship interventions such as restricted use of antibiotic review.
  • Checking the consistency between consumption and prescriptions for a list of key items to be defined with the Medical Coordinator and analyzing the results for decision-making.
  • The existence of a system for collecting information on adverse reactions to medicinal products and medical equipment and analyzing the results.

Medication and Medical Device Management

  • Support for the implementation and proper use (according to MSF standards) of pharmacy management and monitoring tools (daily tracking sheet, order sheet, etc).
  • Support for the implementation of new tools and follow-up thereof.
  • Support in the definition and establishment MSL’s and compliance thereto.
  • Support for the proper organization and management of pharmacies of the various projects.
  • Support for the establishment of new pharmacies in the countries and definition of their objectives.
  • Support the decision-making system for donation and destruction in accordance with national procedures.
  • In collaboration with the Medical and Logistics Coordinators, support for EPREP stock management.
  • Ensures that the management of narcotic and psychotropic drugs complies with national legislation and allows the traceability of products.

Supply

  • In collaboration with the medical and logistical coordinators, ensures the existence and proper functioning of a supply circuit for medicines and medical equipment (chronogram, procedures etc.)
  • In case of local purchase, compliance with MSF recommendations and the information circuit under direct supervision of HQ pharmacist.

Medical Orders

  • Support to teams to consolidate, plan, and track medical orders (including budgeting with finance and logistics) and take necessary action during delivery delays, risks of stock-outs, etc.
  • Participates in Quality Alerts and Batch Recall.

Team coaching

  • Ensures the proper organization of the work of the teams or people in charge of pharmacies in the different projects according to the requirements of the programs.
  • Carries out visits with the pharmacist mission in the projects to ensure the understanding of the procedures, the application of the recommendations, and to provide assistance in the resolution of the problems encountered by the teams.
  • Recruitment support / evaluation / set objectives according to period.
  • Participate in the Briefing/Debriefing of pharmacists.
  • Definition of job profiles according to the needs in the field.

Continuing education

  • Defines, with the help of the direct managers of the people concerned, the training needs of the teams involved in the management of the pharmacy in line with the objectives of the project.
  • Participates in the training of members of the teams in charge of pharmacy management in projects through support in the work.
  • Training/Court Intersection in Kampala, Supply Week, Pharma week.

Your Profile

Education

  • Qualified Pharmacist

Experience and Skills

  • Experience in pharmacy management
  • Experience in developing countries
  • Experience with MSF (ideally as Pharmacy Coordinator)
  • Experience with MSF pharmacy tools
  • Experience in management
  • Essential computer literacy (Word, Excel and internet)

Languages

  • Excellent communication and writing skills in English
  • Arabic an asset

Terms of Employment

  • Fixed-term contract, 12 months
  • Part-Time, 80%
  • Working place : Field-based position with visits to the headquarters in Geneva (Flying)
  • Practical working conditions in the field are in accordance with the MSF OCG volunteer manual.
  • Ideal start date: As Soon As Possible
  • Gross monthly salary: CHF 5’500.- based on 100%
  • Benefits: Health insurance and living expenses in the countries of intervention and at headquarters, paid according to internal regulations.
