OBJECTIVES OF THE POSITION

Is responsible for improving national and international staff’s capabilities, contribution and active participation in order to achieve mission goals effectively. This will be done according to MSF human resources vision and values.

This position plays an essential role in the employee’s sense of belonging to MSF and MSF’s need to build a healthy HR pyramid that fulfils the organization’s needs of today and tomorrow.

Therefore, the Personnel Development Manager – Career Advisor is MSF employee’s partner which will support and advise on his/her growth as a professional and an individual, advocating on placement of international field personnel, developing career management plans for promising personnel and overseeing workers’ retention.

ACCOUNTABILITIES

Learning and Development:

  • Strategy and policies:

    • Knows Operational Centers (OC’s) learning and development policies, procedures and tools, adapts them to the regional Mission’s context and ensures an equitable, fair, transparent, efficient and accountable implementation by all relevant people in the mission.
    • Ensures alignment with existing policies and provides expert support to coordinators, activity managers and supervisors in developing people under their supervision: individual appraisals, definition of SMART objectives, PMS, detection of potentials and learning solutions for learning needs, and any type of best practice in relation to the alignment of development with operational objectives, etc.
  • Onboarding/Induction:

    • Knows OC’s induction policies, procedures and tools, adapts them to the regional Mission’s context and ensures its proper implementation for all newly recruited/arrived staff and for previously hired staff in the Mission who had no access to them when being recruited.
    • Ensures (together with the coordinator/supervisors/activity manager) that pre-established specific preparation or specific briefings for newly recruited/arrived staff are properly done, based on the correspondent profile sheet or development plan.
    • Ensures that all newly recruited/arrived staff receive an efficient and complete briefing and onboarding upon recruitment/arrival by her/his hierarchical and functional supervisor (if applicable).
    • Follow up the quality and impact of whole briefing and induction processes, collects data and suggest improvements to HRCo/Head of HR if advisable.
  • Training:

    • Together and with the help of Talent Manager and Training Unit in HQ, contributes to the identification of training options at local / regional / international / intersectional level, and provide expertise upon request to line managers with regards to the assessment of training needs within the teams they supervise.
    • In close collaboration with Talent Manager, Regional PDM and Training Unit in HQ, ensures proper implementation of the Learning and Development Policy, procedures and tools in the Mission and support and develop training for Coordinators/supervisors/activity managers (i.e., HR Management, Appraisal Process, etc.).
    • Look for synergies/exchanges with other MSF sections and other NGOs in terms of trainings, coaching and other development tools.
    • Shares with Talent Manager, Regional HR Coordinator and Head of HR all information/suggestions/activities which may have an impact in planning, budget or HR strategies (i.e., suggested career path, requested trainings, development events, mobility, etc.), and does not implement them without previous authorization.
    • Collaborate with Talent Manager in building/updating the annual plan and budget, with regards to her/his area of work and responsibilities.

Career Advising:

  • Suggests career paths and supports plans for specific persons to line managers or International mobile Staff Pool ensuring a proper liaison with the operational needs and objectives set, the results of PMS, the training possibilities (local, international, intersectional, regional, etc.) and the potentials identified.
  • Proactively seeks job matching opportunities between the OC’s needs (Pool Managers) and the career ambitions and availability of the employees belonging to the International Staff Pool.
  • Provides guidance on the process and requirements to access International Staff Pools.
  • In close collaboration with the Regional PDM and other relevant actors, coordinates the regional mobility list and updates the international mobility list.
  • Provide expertise and support to all coordinators/supervisors/activity managers on how to implement the employee’s appraisal process (tool, method, setting up objectives, follow up of action plan and best practices) with the aim to evaluate and develop competencies of the staff they supervise.

MSF SECTION/CONTEXT SPECIFIC ACCOUNTABILITIES FOR CAMINO

  • CAMINO’s PDM – Career Advisor’s scope will be primarily focused on staff belonging to the ex-Branch Office (HQ) & members of CAMINO’s International Pool. Alongside employee, trace a development plan that responds to the employee’s desires or growth within MSF and MSFs needs.
  • She/he will coordinate L&D individual opportunities according to desired career path and suggest concrete activities of implementation to Career Advisor.
  • Continuously update the training and L&D advances an employee has in order to identify the new competencies acquired.
  • To learn and stay updated on the content of all trainings available within the movement (L&D Learning offers, Tembo), their objectives, their target population and their location in the career path.
  • Aligning individual development (plans) to the needs of the organization of today and tomorrow.
  • Registering and continuously updating all information on the regional international pool in Microsoft D365 that helps to analyze the current population (“offer”).
  • Proposes the candidatures with the support of the Recruitment Report/Profile Sheet/Individual Development Plan while ensuring the availability of the people presented.
  • Regularly contact all members of pool (active, inactive and dormant) to collect updated information on their availabilities, status, interest, constraints, etc. as to update the list of active pool members.
  • Suggesting missions/jobs to candidates (explain context, field position, its challenges & opportunities etc. (get to know well the missions, the profiles needed etc.).
  • Support the mobility within the staff through matching and mobility with all Operational Centers:
  • The PDM – Career Advisor ensures the maximum number of placements (as set in pre-defined targets), whilst retaining professionalism and quality.
  • In close collaboration with the Regional PDM, ensures regular update of the availability of the staff in the pool of international staff and in the detachment list in the relevant HR systems in order to give candidates all possible chances to be deployed.
  • Throughout the employee’s career, the PDM – Career Advisor facilitates the process of finding a new assignment (mission or position) in line with his/her development plan and the organizational needs in the short and long run. Jobs or missions can be in the field or in HQ.
  • The PDM – Career Advisor checks if a candidate may match job/mission requirements before discussing potential matches with a candidate.
  • The PDM – Career Advisor works in the process of proposing a candidate to the relevant pool manager in the OC. This pre-matching is relevant in order to avoid unnecessary inefficiencies for all stakeholders.
  • Gives relevant information to the Pool Manager to defend the candidatures with the support of the Recruitment Report/Profile Sheet/Individual Development Plan while ensuring the availability of the people presented.
  • The PDM – Career Advisor discusses along with the pool manager, potential mission/job with the candidate and makes sure the candidate has all available information on the mission/job in order to allow the decision whether or not to apply for/accept the mission.
  • The PDM – Career Advisor also makes sure that the candidate gets proper feedback in case the candidate is refused.

Objectives and accountabilities may slightly vary according to the ever changing needs that naturally occur in MSF as a medical humanitarian Organization. Note that a ‘Can do’ attitude and flexibility to take on other related tasks is essential.

Requirements

Education

Essential, degree in HR. Desirable studies in L&D domain.

Experience

Essential, working experience of at least two years in similar positions.

Desirable, previous experience in MSF or comparable international humanitarian organization.

Desirable, understanding of MSF profiles (medical, paramedical and other)

Languages

Essential Spanish (C1) and English (B2+).

Desirable, French.

Knowledges and Technical Skills

Intermediate knowledge of Microsoft package (Outlook, OneDrive, Word, Excel)

Career Management:

  • Able to advise on the identification and evaluation of competencies
  • Able to define a career development plan for local and international staff
  • Able to accompany the career development plan staff developed my line managers

Training

  • Able to translate the results of an assessment of training needs into a training plan
  • Able to develop whole training sessions with the support of Training unit when needed
  • Able to put in place a system to measure the impact of the trainings in terms of obtained results for the persons and the mission

Team management

  • Able to advise coordinators / supervisors / activity managers on how to give and receive feedback in order to improve teamwork
  • Able to analyse (de)motivation factors in a team and advise coordinators / supervisors / activity managers in terms of motivation
  • Able to advise coordinators / supervisors / activity managers on how to delegate and on how to supervise
  • Able to advise and assist coordinators / supervisors / activity managers in case of conflicts or stress detected within a team

POSITION CONDITIONS

Workplace: Mexico City.

Base salary: $31,819.00 HNL monthly gross (before taxes).

Loyalty bonus: 2% base salary increase per year (internal experience recognition)

Legal benefits: 25 vacation days per year, 25% vacation bonus, 30 days Christmas Bonus, Social Security

Additional benefits: Basic medical consultations reimbursement, capped annual vision expenses, financial support in case of death, others.

Start day: May 2nd 2022
