MSF Operational Centre Brussels is looking for a Personnel Administration Officer!

The Personnel Administration Officer position is part of the Administration Circle and integrates an administrative team of 8 people who are in line with the “raison d’être” of the People Deployment Hub and the vision of the reform of the Administration Circle (2021). The person commits to contribute to the development, promotion and implementation of an equitable working environment, consistent with MSF’s values and adapted to the needs of its social mission. The person puts the employee’s experience at the center of his/her concerns by ensuring a satisfactory and quality welcome and support throughout the employee’s administrative career within MSF.

The person acts with integrity in accordance with the expectations of the organization, respecting confidentiality and commitment, and avoiding any form of partiality. Daily contact with all MSF staff in the departments under his/her responsibility, including communication.

RESPONSIBILITIES

Administrative contract management for the Departments assigned and for Face-2-Face employees:

· Draft contracts & amendments and follow up on administrative data: affiliation to insurance companies and organizations necessary for the drafting of the contract.

· Assure administrative briefings to the concerned employees

· Follow their end of contract

· Be the focal point to answer their questions and concerns

· Be the focal point for the assistant department of the concerned Department

Focal point for the HQ hospitalization insurance:

· Management of declaration, affiliation and exit of the insurance for all OCB employees

· Follow up on the provider invoices

Focal point for the HQ transport from home to office:

· Manage the mobility of all OCB employees: updating transport data on a monthly basis with payroll, and requesting the subscription to public transport (STIB, SNCB etc.).

REQUIREMENTS

Education

· Degree in Human Resources, or equivalent experience

Experience

· Previous experience in contract management

· Experience in Belgian social legislation

Competencies

· Good computer skills: Word, Excel

· Good communication and interpersonal skills

· Organized, methodical and meticulous

· Flexible and dynamic

· Ability to work in a team

· Motivation for the humanitarian sector

Languages

· Fluent in French, English and Dutch (oral and written)

CONDITIONS

· Expected starting date: 01/04/2022

· Contract type: 6-month contract, full-time

· Location: based in Brussels

· Salary according to MSF-OCB HQ grid – Hospital Insurance (DKV) – Pension Plan – 100% reimbursement for public transportation costs
