We are looking to recruit a Performance and Delivery Manager within the Elective Recovery Programme who will have the opportunity to make a significant contribution to the recovery of elective services following the Covid-19 pandemic.

This is a critical time to be joining the programme with the post holder being able to directly impact and support the recovery of elective services through working as part of a dynamic team in delivering an effective service supporting directors and senior officials and various Boards across the health and social care system, including when necessary the Department of Health and Social Care across NHS England and central Government.

The post holder will be part a small team supporting the core performance function and ensure the programme is effectively and appropriately managed and able to deliver its main aims and ambitions. They will play a critical role ensuring quality and timely delivery of national performance information for a range of senior audiences across the NHS and central Government. It will involve close working with colleagues across the NHS England partner programmes nationally, regional teams and where appropriate ICS teams, as well as national leadership and subject matter experts in performance, analysis and elective care.

This role provides an opportunity to contribute to the cutting edge of operational delivery and policy development across the NHS in a fast moving and highly political environment.

In Particular The Post Holder Will

  • Implement qualitative and quantitative measures to determine performance against the organisational strategy and the recently published Elective Recovery Strategy. Report progress against the strategy through representation at senior management forums through written report, tailoring delivery to meet the needs of the
  • Advise on innovative opportunities to support Elective Recovery teams in their strategies to maximise operational delivery and service benefits.
  • Develop and implements strategies for monitoring and improving performance and processes, including engagement with internal
  • Support the development of detailed programme reports to senior NHS England and NHS Improvement team members and various Boards across the health and social care system, including when necessary the Department of Health and Social Care.
  • Drive process efficiency in the continuous development of the end-to- end cycle and its associated performance Support the creation, maintenance and review implementation, of information systems for collecting, evaluating and interpreting complex data. To inform short and medium- and long-term elective recovery strategies.
  • Developing and presenting reports, summarising status on issues, appraising outcomes, providing progress reports for senior officials and groups of staff as directed from time to time, tailoring content to meet the needs of the audience.
  • Collate as required, a range of information and lead appropriate analysis to develop robust business cases and contribute to project ‘products’.(e.g. dashboard development)
  • Analyse, interpret and present data to highlight issues, risks and support decision making.
  • Support planning, development and evaluation of methods and processes for gathering, analysing, interpreting and presenting data and information.

Elective Recovery Programme

The aim of the national Elective Recovery Programme is to support the restoration of elective activity following the Covid-19 pandemic.

This Will Be Achieved Through

  • Setting and delivering the national strategy for elective recovery through 2022-23 and planning through to 2024/25
  • Dedicated national elective oversight, with a focus on support to local health and care systems via the NHSEI regional teams.
  • Effective planning and commissioning based on analytical insight
  • Clinical and data-focused waiting list validation exercises – it is important that waiting lists are accurate to support clinicians so that patients are booked in priority order
