PEER Success Story Documentation: PEER trainings Impact and its application in Disaster/ emergency Response – Consultant

The Asian Disaster Preparedness Center (ADPC) is currently implementing the “Strengthening Institutionalization of the Program for Enhancement of Emergency Response” (PEER -5) (2019 – 2022) in South Asia with financial support from the USAID Bureau for Humanitarian Assistance (BHA). The program has been an essential instrument for enhancing disaster preparedness in the region by forming and strengthening skilled emergency responder groups from communities, disaster response agencies, and hospitals for the past 20 years in Asian countries including Nepal.

One of the priority areas identified during the PEER partner’s meeting held on 24 September 2021 and several other national level events was the institutionalization of the PEER capacity development activities in Nepal and the documentation of success stories due to PEER interventions in Nepal. Even though Nepal is one of the longstanding program countries of PEER, the documentation of PEER success stories was limited. It includes organizing sharing events and mechanisms among stakeholders, donors, and other organizations within and outside the country for knowledge sharing. Such documentation will strengthen institutional memory among partners to understand the achievements made by PEER initiatives and build on future similar initiatives in the country for replication. Such documentation will cover the completed initiatives with facts and figures, ongoing initiatives, achievements/ contributions made by the PEER graduates, its institutionalization status, and the way forward.

Purpose and Objectives:

The primary purpose of the consultancy is to document the impact of PEER training, including Community Action for Disaster Response (CADRE), Hospital Preparedness for Emergencies (HOPE), Medical First Responders (MFR) and Collapse Structure Search and Rescue (CSSR) training in Nepal’s disaster/ emergency response. In addition, the case studies also aim to capture the learnings and the actual application by PEER-trained graduates and instructors in different emergencies. The case studies will focus more on the application of the PEER courses in actual response operations (for instance, in the Gorkha Earthquake, etc.)

The development of the case studies will be in close consultation with key relevant stakeholders such as PEER graduates and instructors from different institutions like the Nepal Red Cross Society, various hospitals, security forces (Nepal Army, Nepal Police, and Armed Police Force), and the Ministries and Departments of the government agencies.

Specific objectives of the assignment are:

• Based on the template developed by the ADPC/ PEER program, develop a conceptual framework and interview guide for data collection. The Technical Experts (HOPE and MFR-CSSR) will support data collection from potential source(s) of information (both institution and individual) for consultation and interviews, especially in institutions that have stringent data sharing policies and procedures. For the CADRE case story, the consultant will perform this task as mentioned earlier.

• Collect both secondary and primary information along with high-resolution photographs and quotes, as per the format and guidance provided by the ADPC communication team, for the CADRE case study

• Conduct key informant interviews (at least two) and get views/information specifically on the topic, along with quotes and photographs (as per the format and guidance given by the ADPC communication team), for the CADRE case study, and guide/join/support this task to the technical expert for other two HOPE and MFR/CSSR case studies

• Based on the collected data, information and interviews, develop a draft case study and share it with ADPC/ PEER team and key stakeholders for input,

• Facilitate a national-level sharing meeting to solicit any additional information and finalize the case stories, and

• Based on the inputs/ suggestions from ADPC/ PEER and critical stakeholders, finalize the case study and submit it in a ready-to-print format to ADPC/ PEER.

Expected Outputs:

The expected outputs from the Consultant are:

1. Draft case studies capturing PEER impact stories on CADRE, HOPE, and MFR/CSSR based on information collected from both primary and secondary sources,

2. Finalize case story based on inputs from ADPC/ PEER and stakeholders through a consultative meeting/ workshop, and

3. Submit the three (3) final case stories on CADRE, HOPE, and CSSR/MFR to the ADPC/ PEER.

Responsibilities and Tasks:

The responsibilities and tasks of the Consultant are:

• Review existing documents on PEER, especially on CADRE developed by both ADPC and other actors/ stakeholders,

• Based on secondary information, organize interviews to collect additional and in-depth information from primary sources,

• Coordinate with technical experts on the development of the case study and the conduct of research and interviews,

• Draft 3 case studies on the success of PEER training in Nepal. Share the draft case studies with ADPC/ PEER for review, and

• Based on inputs/ suggestions from ADPC/ PEER and key stakeholders, improve/ finalize the case studies in a print-ready form and share them with ADPC.

Working Principles:

In performing the duties indicated in this ToR, the Consultant will be guided by the assigned country representative/ program manager in Nepal under the overall technical guidance of the Chief of Party, PEER Stage 5, and Director, Preparedness for Response and Recovery Department of ADPC. The Consultant will work in close coordination and report to the Program Manager and Country Representative of ADPC Nepal.

Qualifications:

• Bachelor’s Degree in Mass Communication, Journalism, or other related fields.

• Minimum of five (5) years of work experience in the field of communications and outreach activities, including content writing, taking interviews, developing case studies

• Priority will be given to a candidate with practical work experience in Nepal and an understanding of the DRM policies, systems, and institutional mechanisms in Nepal.

• Self-motivated, proactive, and takes initiatives.

• Demonstrated ability to plan and organize work and time independently.

• Excellent verbal and written communication skills both in Nepali and English.

• Excellent interpersonal skills, team-oriented work style, and experience in working in a multi-cultural environment.

• Strong networking capacity and understanding of development work at national and sub-national levels.
