Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Partnerships Officer.

About the Job

DRC Turkey is looking for an experienced Partnerships Officer who will act as the focal point for DRC partnerships management in Turkey, primarily with partners implementing Economic Recovery and Livelihood programs. The Partnerships Officer will support the Partnerships Coordinator in all partnership-related tasks, including supporting the management of partners’ sub-grants, overseeing capacity building activities, and liaising with internal DRC departments including Finance, Procurement, Compliance and Grants to ensure smooth and effective partnership management.

The Partnerships Officer will be supervised by the Partnership Coordinator, while line-managed by the Head of Program.

This role is based in DRC Turkey’s country office in Hatay, this role has a country focus and ensures compliance with DRC’s partnership management policies and guidelines.

Duties and Responsibilities:

Partnership Identification and Assessment

  • Manage the administration of partner assessments (vetting, relevancy and capacity assessments), including liaising with program and support unit staff and ensuring departments’ participation in the vetting process with potential and existing partners.

Sub-Grant Management

  • Act as a focal point for drafting partners’ sub-grant agreements and amendments in English and Turkish by liaising with different DRC program and support departments
  • Ensure that sub-grant agreements are signed on time and shared with relevant departments (Grants, Finance, Admin, etc.)
  • Coordinate partners’ inductions with different departments on programmatic, technical and compliance aspects, and lead inductions on partnerships sub-grant management, tools and reporting
  • Organise partners’ kick-off meetings, review, and close-out meetings, in coordination with program and support units, and follow up on action points arising from these meetings
  • Lead and facilitate the review of partners’ progress reports to ensure implementation is on track, address any questions and comments to partners, and escalate major issues to the management (e.g. significant implementation challenges, change in program approach, underachievement, underspending)
  • Review partners’ financial reports to ensure expenses are in line with program objectives and approved budgets, and that spending and forecasting is on track to ensure full utilization of the budget
  • Conduct partner monitoring visits when needed

Capacity Building

  • Support the development of partners’ capacity building plans
  • Act as the focal point across DRC departments to ensure that capacity building activities are implemented as planned
  • Provide trainings and orientation sessions on economic recovery and livelihood programming, where needed and requested by partners
  • Manage procurement processes for external trainings and consultancies related to partner capacity building, including drafting training ToRs in Turkish and English in coordination with Technical Leads, raising purchase requests, providing inductions to the external trainers/consultants on DRC requirements and expectations and following up on the deliverables and payment.

Coordination and Communication

  • Keep Administration and Compliance Units up to date regarding relevant Partnership updates for inclusion in the DRC Turkey Decision Book
  • Coordinate with the DRC Finance Team to facilitate partner payments, as per agreed terms.
  • Coordinate partner visits with the DRC Support Unit Focal Points, Technical Leads and Program Managers as per the partnership calendar
  • Support the DRC Economic Recovery team to build partnerships with private sector actors

Other

  • Maintain up-to-date records and files related to partnership, including on OneDrive and the DRC Country Premise
  • Perform any other relevant tasks as assigned by the Partnerships Coordinator

About you

To be successful in this role, you must have a university degree in social sciences or equivalent professional qualification.

Moreover, we also expect the following:

Required qualifications

  • At least 2 years of experience working on humanitarian programs with displaced populations
  • Strong understanding of livelihood related needs and services with an understanding of the Turkish labour market and economy; experience directly working livelihoods interventions is a strong advantage
  • At least 2 years of experience working in partnership with and building the capacity of local civil society organizations; and strong understanding of the civil society operating environment in Turkey
  • Willingness to be based in south-eastern Turkey, and to travel within and between provinces
  • Proven analytical and writing skills
  • Proven communication, interpersonal, representation, negotiation, and diplomacy skills
  • Ability to establish and maintain good working relationships in a multi-ethnic, multi-cultural and multi-disciplinary environment
  • Ability to act as a focal point, working across multiple teams
  • Flexible, enthusiastic and willingness to learn from others
  • Strong initiative and self-motivation
  • Ability to manage multiple tasks and meet deadlines
  • Excellent computer skills, including familiarity with Microsoft Office
  • Excellent written and oral English
  • Fluency in Turkish required.
