The Partnerships officer (national reporting and liaison) will support the partnerships units in the design, planning and monitoring of partner activities while also supporting other programme units in the implementation of government entities’ capacity building plans, ensure timely submission of partner reports to line ministries, and perform any other government liaison tasks as required and in relation to the FCDO project.

About the job

The individual will report directly to Head Of Programme. Your main duties and responsibilities will be:

  • Supporting the consolidation of submission of reporting on JORISS for all partners.
  • Support the preparation of progress reports to the relevant line ministries on DRC’s on-going projects.
  • Support the Government Liaison Specialist in ensuring that all approved project modifications are reflected on the government JORISS portal.
  • Develop templates and design processes to be used internally in order to improve efficiency in the submissions to line ministries by the GLS.

Liaison

Coordinate with the GLS who will establish the initial contact for the purpose of supporting the MoSD with new activities that have been added to the FCDO project at the government’s request

  • Liaise with project managers for data collection, reports and analysis as required by GLS.
  • Liaise with sub-grant partners to ensure the process for JORISS submission is clear and all documents are received and shared with the GLS
  • Support in the planning of meetings with government entities
  • Other government liaison tasks as required by GLS and in relation to the FCDO project.

Partnerships

  • Contribute to the design, planning and monitoring of all partners’ projects as requested
  • Responsible for the accurate assessment of the capacity building needs of CBOs and NGOs
  • Support the coordination of partners’ and/or governmental entities capacity building plans
  • Develop/revise the translation of government project reports as needed to use the correct technical language
  • Support in drafting sub-grant agreements, MoUs, reporting templates and annexes for NGO and government partners
  • Support the Partnerships Coordinator in monitoring visits to partners field offices/areas of operation to identify challenges and elaborate solutions

General

  • Ensure that a positive and mutually respectful relationship is maintained as all times between DRC and partners and addressing any issues as they arise.
  • Other relevant tasks as determined by the line manager

About you

  • Undergraduate degree in international relief and development, social sciences, management or related relevant field.

Required / Desirable

  • Minimum 3 years of experience in international organizations and humanitarian settings, specifically in capacity building, grants and reporting. Skills and experience in managing and coordinating with multiple partners concurrently is highly regarded;
  • Fluency in Arabic and English
  • Experience in dealing with governmental entities
  • Strong level of computer literacy (Microsoft Word, Excel and Power point);
  • Excellent interpersonal and problem-solving skills, creativity and flexibility;
  • Experience in using tools, manuals, training modules and plans for the purpose of capacity building and project management;
  • Comfortable in a multi-cultural environment, flexible and able to handle pressure well;
  • Flexibility in working overtime when needed
  • Flexibility in frequent traveling to national field locations
