Partnership Manager (Europe)

12-month fixed term contract. Full Time

Location – The Hague, Netherlands (subject to right to work in the EU. Suitable candidates without the right to work in the EU but who otherwise match the person specification will be considered for remote working with regular travel to The Hague and Europe)

Salary – Circa €44,000 per annum (a UK equivalent salary will be offered for any successful non-EU-based candidate)

The HALO Trust is the world’s largest and oldest international humanitarian mine action non-government organisation (NGO). Our mission is to lead the effort to save lives and restore livelihoods for those affected by conflict. HALO is known for its work to clear landmines but is very much involved in the disposal of other explosive hazards such as bombs, rockets, missiles, and improvised explosive devices (IEDs). HALO was established in Afghanistan in 1988 and now employs over 8,500 staff in 26 countries and territories.

About the role:

As part of HALO Europe, and the broader Partnership Team, this role will support the Strategy Group

with the management and development of HALO’s European government and EU contracts. The role

will maintain and strengthen well-established European government donor relations. In addition, it

will support the expansion of HALO’s donors and partners in Europe to diversify HALO’s operations.

Key Responsibilities

European Government Portfolio Management

  • To oversee key European Government and EU Donor relations to sustain and grow funding opportunities for HALO’s global programmes in humanitarian mine action and weapons and ammunition management (WAM).
  • To understand donor strategic priorities and align these with HALO priorities and needs.
  • To provide advice and support to Programme Managers and their teams on contract management requirements, including but not limited to; compliance, communication and donor visibility, risk management, reporting obligations, and development of new project ideas.
  • To work closely with the Head of HALO Europe and Policy Manager (Europe) to develop advocacy plans for informing and influencing current and new European donors to support HALO and the wider humanitarian mine action sector.
  • To work closely with the Programmes team to assess and plan for funding gaps and shortages including the development of donor engagement plans.
  • To provide support for the monitoring and evaluation of European donor contracts working closely with HALO’s Monitoring, Evaluation, Accountability and Learning (MEAL) team.

Diversification Portfolio

  • To research and seek opportunities for new funding and partnership opportunities to support the diversification of activities in line with HALO’s Strategic Plan. These activities will likely be complementary to humanitarian mine action and WAM and help magnify the impact of HALO’s work globally.
  • To provide direct support and advice to country programme teams on partnership opportunities that could diversify HALO activities, appropriate to country context and in line with HALO’s strategic goals.

Portal Management

  • To manage donor portals, as required, ensuring that all opportunities are understood and communicated internally.

All HALO staff are expected to undertake the following general duties:

  • Work within the framework of HALO’s core values, promoting its ethos and mission statement
  • Work towards achieving programme and/or group strategic plan objectives
  • Ensure familiarity with and adhere to all HALO policies and procedures and keep informed of HALO activities
  • Travel overseas as and when required
  • To discharge duties and responsibilities under HALO’s Health and Safety Procedures which may include Risk and COSHH Assessments and participation in evacuation procedures as necessary.

Who we’re looking for:

Essential

  • Experience managing donor contracts
  • Experience of donor report and tender writing
  • Excellent written English
  • Strong written and verbal presentation and communication skills
  • Ability to produce high quality work under demanding deadlines and manage own time and workload in a fast-paced environment
  • Strong numerical skills and experience of working with budgets
  • High attention to detail
  • Availability for short-term travel to HALO programmes, and related events
  • Experience of working in the humanitarian or international development sector
  • Strong interpersonal skills and the ability to form professional and strong working relationships internally and externally
  • Degree in Social Sciences, Economics, International Affairs or related field, or equivalent experience

Desirable

  • Experience of working in the humanitarian mine action sector
  • Experience of working with EU contracts
  • Experience of working with humanitarian and development partners
  • Working proficiency in other European languages
  • Knowledge or experience of Monitoring and Evaluation
