THMCO

The Thailand Multi Country Office (THMCO), established in 2017 oversees UNOPS’ portfolio of projects in South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises five main business units: THMCO Thailand, THMCO Indonesia, THMCO Pacific Operations Cluster, THMCO Papua New Guinea and, THMCO China.

Reporting to the Senior Partnerships Development Manager, the Partnerships Development Advisor supports in the identification and formulation of environmentally focused projects to support the Government of Indonesia in achieving the Sustainable Development Goals, and provides advice on the establishment of relevant strategic approaches when engaging with the Government of Indonesia to calibrate buy in and advancement to establish new programmes for funding by donors. The Senior Advisor also assists in the coordination of business development activities with UNOPS, GOI stakeholders and project development consultants and recommends strategies for environmentally focused programme development.

Functional Responsibilities

The Partnerships Development Advisor will lead and coordinate environmentally focused business development and partnerships activities and will support THMCO in the identification of future collaboration opportunities with the Ministry of the Environment and Forestry Specific duties and responsibilities include the following:

  • Lead the ongoing review and alignment of business development opportunities with THMCO’s business development plan for Indonesia, and targets set at the start of the year
  • Network and solidify relationships between UNOPS and the Ministry of the Environment and Forestry, and advise UNOPS senior management on opportunities for engagement
  • lead the operationalization of business development plans and opportunity identification for potential new programmatic activities with the Ministry of the Environment and Forestry in accordance with UNOPS’ business processes
  • Support THMCO in project development activities from project identification through to project award
  • Contribute to coordinating and communicating with other stakeholders with a specific focus on managing relationships with the Ministry of the Environment and Forestry
  • Liaise with Ministry of the Environment and Forestry counterparts and identify potential programmes for UNOPS in Indonesia
  • Lead the development of programme proposals as identified.
  • Provide advice and support on any new initiatives by securing Ministry of the Environment and Forestry buy in, support and provide advice to THMCO on strategies for obtaining support for programme development.

A detailed work plan will be developed by the Senior Advisor and approved by the Senior Partnerships Development Manager at the start of the assignment. The Work Plan will be reviewed on a quarterly basis.

Expected Period of Assignment

The Senior Advisor shall perform services on a time based basis with an approximate input of 9 days on average each month. The duration for the Advisor’s services is 12 months with possibility of extension, subject to satisfactory performance and fund availability.

Deliverables and Timeframe

The Partnerships Development Advisor will report to the Partnerships Development Manager on a regular basis. One Technical Progress Report (TPR) that outlines the assistance provided by the Advisor against his/her activities and outputs is required at the end of each calendar month. The report should document the Senior Advisor’s work programme and progress towards achievements of the Advisor’s objectives. The progress report will be submitted to the supervisor monthly by the 25th of each month.

The TPR shall analyze findings, conclusions and recommendations of the Advisor’s technical work in the form of reports, papers, slide presentations etc as agreed with the Partnerships Manager such as but not limited to:

  • Type of MOEF department that would benefit from UNOPS’ support and technical assistance. Operationalization of programmatic actions for the identification and development of business development plans in accordance with UNOPS’ business process
  • Implementation of the business plan and strategies forward
  • Strategy on technical support and stakeholder engagement
  • Programme development and implementation strategy to expand UNOPS portfolio in the infrastructure sector in Indonesia.
  • New networks and entry points for UNOPS

The performance of the Advisor will be reviewed by the supervisor.

Education/Experience/Language requirements

Education

  • Minimum advanced university degree in Environmental Sciences, Environmental Management, Environmental Studies or a related field
  • First university degree (Bachelor’s or equivalent) in above-mentioned fields with two (2) additional years of relevant experience may be considered in lieu of an advanced degree or higher degrees.

Work Experience

  • Minimum seven (7) years of experience in the relevant development sector in the area of partnerships or relevant field in combination with an advanced university degree or higher degrees is required.
  • Experience coordinating work between different sectors and stakeholders, particularly with government networks, desirable
  • Proven track record and extensive experience dealing with and liaising with senior Indonesian government officials
  • Ability to establish and maintain strong working relations with senior officials in line ministries including the Ministry of Public Works, Ministry of Labor and/or Ministry of Villages of the Republic of Indonesia and other Ministries in Indonesia
  • Experience at a senior level in the Indonesian public service is an added advantage.

Language

Fluency in Bahasa Indonesia and English language.
