SPARK is an international development organisation with more than 28 years of experience in supporting entrepreneurship development in fragile states. Soon we will start implementing a new programme to support entrepreneurship development and MSMEs growth in the Benghazi region.

We are looking for a results-oriented and experienced Partnerships Capacity Manager. He/she will be responsible for developing and managing key partnerships, including CSOs involved in the program and building the capacity of these partners on an ongoing basis. The position offers a great opportunity to be deeply involved in business development and (youth) job creation in conflict affected environments.

Main Tasks and Responsibilities:

The responsibilities and tasks include, but are not limited to:

  • Identifying opportunities for and build new partnerships;
  • Managing portfolio of existing partnerships to assess capacity needs of potential partnerships;
  • Ensuring that SPARK’s partnership procedure/processes are implemented for contracting implementing partners and developing partnership agreements
  • Guide and where needed support team members in capacity building and other partnership activities of implementing partners during design, delivery and implementation phase;
  • Continues assessment of the partnership portfolio to address strengths, weaknesses, opportunities, and risks;
  • Perform partner capacity reviews/assessments to improve practices;
  • Facilitate environment of learning and flexible tactics between partners;
  • Compiles and provides quality project reports, in a timely manner.

Requirements and Skills

  • Demonstrated ability to cultivate, build and maintain strong working relationships with different stakeholders in the fragile settings;
  • At least 3 years’ experience working in specifically partnership development and capacity strengthening;
  • Bachelor’s Degree in business administration, International relations, project management and development and/or relevant field;
  • Solid training delivery skills;
  • Fluency in spoken and written English and Arabic. French is an asset;
  • Forward-thinking, proactive and service minded, able to communicate with mutual respect between partners;
  • Available and willing to very frequently travel between project locations in Libya.
