Context:

As part of the UN Country Team (UNCT) in Thailand, IOM works with key stakeholders to maximize the potential of migration to achieve sustainable development outcomes for migrants and communities in Thailand in line with the Thailand National Strategy (2018-2037) and the 13th National Economic and Social Development Plan.

The International Organization for Migration (IOM) Thailand’s Labour Mobility and Social Inclusion (LMI) unit covers a broad range of topics, including ethical recruitment and protection of migrant workers, skills development, qualification recognition and migrant empowerment, access to social protection and support services, and migration, business and human rights.

Under the overall supervision of the Chief of Mission (CoM) in IOM Thailand and the direct supervision of the Head of LMI, the Partnerships and Programme Coordinator (LMI) will be responsible for the operational coordination and management of the existing national and regional interventions. The position will also fulfill a key leading role in relation to partnerships and stakeholder engagement, resource mobilization, internal capacity building and technical backstopping.

Core Functions / Responsibilities:

  1. In coordination with Head of LMI, oversee ongoing LMI programmes at all stages of the project cycle, including maintaining a results-based system to facilitate adequate project planning, effective implementation, ongoing monitoring, quality reporting, and continuous improvement. Facilitate direct problem-solving and joint decision-making in day-to-day operations and coordinate with the Head of the Unit as needed.
  2. Provide technical guidance to the LMI team, including on a rights-based and gender-responsive approach to LMI programming. Proactively contribute to policy-level initiatives, programme reviews and strategic planning of the unit.
  3. Coordinate with IOM country offices and the Regional Office in Asia and the Pacific to ensure effective information sharing, knowledge management and collaboration on regional and multi-country LMI programmes.
  4. Keep abreast of developments across other thematic units within IOM Thailand and ensure LMI programme planning and implementation is aligned with IOM Thailand’s Country Strategy 2022-2026.
  5. Jointly lead with the Head of Unit on LMI’s engagement with key international stakeholders, including donor institutions, foundations and private sector partners in order to create strategic and innovative partnerships on business and human rights and to mobilize resources.
  6. Advance LMI’s project development efforts by identifying opportunities, facilitating internal brainstorming and ensuring that project strategies align with Thailand’s relevant policies, stakeholder needs and donor requirements.
  7. Support external communications, visibility efforts and team members responsible for communication to ensure alignment with overall IOM and LMI-related programme messaging. Support in promoting the migration, business and human rights and skills development agenda with relevant target audiences and enhancing overall output and content development.
  8. Establish and implement a system for the overall monitoring, reviews and planning of the LMI programme, including financial aspects; help improve knowledge management and quality assurance related to key project outputs, deliverables, and reports applying a results-based approach.
  9. Supervise, mentor, and build capacity of the LMI team members in relevant area by promoting continuous learning and capacity building. Organize and facilitate regular participatory LMI team meetings by setting a clear agenda and involving all team members.
  10. Undertake duty travel as necessary to oversee the implementation and evaluation of the impact the projects have on beneficiaries in all participating missions.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, Business, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Proven experience in LMI and business and human rights programming is required;
  • Progressively responsible experience in national and regional project or programme management, administration or related area is required;
  • Experience in liaising with governmental and diplomatic authorities as well as with international institutions, non-governmental organizations and private sector is required;
  • Experience in managing international multi-stakeholder projects or programmes is highly desirable;
  • Demonstrated experience in donor reporting, donor liaison, project development and communication activities;
  • Experience in regional programmes and activities, or of supporting regional interventions;
  • Experience in organizational strategic planning and change management is highly desirable.

Skills

  • Knowledge and understanding of theories, concepts and approaches relevant to labour migration, including the skills development, business and human rights, ethical recruitment, is required;
  • Knowledge of UN System is required;
  • Knowledge of regional and global actors as well as other stakeholders in the field of labour migration is desirable;
  • Excellent writing, communication and negotiation skills;
  • Excellent analytical abilities and demonstrated capacity to draft and edit technical documents;
  • Strong interpersonal skills and ability to maintain trust and good working relationships with counterparts;
  • Capacity for creative thinking;
  • Team-oriented, but with capacity to work independently and with minimal supervision;
  • Personal commitment, efficiency, and flexibility;
  • Strong organizational and time management skills, and ability to deliver under tight timelines.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Thai is an advantage.
