ROLE PURPOSE:
Manager partnership will support strategic capacity, relationship, programming, advocacy for localization & partnership in line with country strategic plan & localization strategy. The post holder will provide technical support across the functions to strengthen capacity, resources and delivery on all component of partnership cycle (stakeholder analysis, partnership scoping, forming partnership, capacity strengthening, monitoring partnership and learning). He/she will establish strong coordination with partnership leads in SCI regional office, member offices and other humanitarian & development agencies to bring in & promote new learnings in areas of localization & partnership.

Role Dimensions: Save the Children in Iraq works with 15 different national partners for project implementation. SC also works with a wide range of government, media and research partners under memorandum of understandings (MOUs). This is a cross cutting role involving collaborative working with all functions to ensure capacity, resources, plans, quality and compliance to SCI policies in partnership management.

KEY AREAS OF ACCOUNTABILITY :

Support strategic capacity, relationship, programming, advocacy for localization & partnership.

 Developing strong networking with SCI global & regional partnership function as well as members offices, donors and other external agencies to stay abreast of & adopt the emerging knowledge, skills and experiences in the area of localization & partnership.
 Reviewing country office strategy for localization & partnership to align with SCI global strategy, partnership policy, transition context, internal capacity and emerging best practices within partnership & localization sector.
 Working in collaboration with all CO functions to strengthen capacity, resources, plans to implement the partnership and localization strategy as well as strengthen partnership relations.
 Exploring emerging trends, priorities and strategies of donors, member offices and UN led coordination structures to promote localization and support technical experts as well as new business development to align their plans with.
 Support Program Development & Quality ( PDQ) function in enabling government and national civil society to inform and influence SCI program in line with enabling factor related to shifting power envisaged in global strategy.
 Provide technical guidance & support (e.g. stakeholder analysis, scoping, agreements etc.) in developing and strengthening strategic and project partnership with government, private sector and civil society and other INGOs in line with requirement of CSP and programmatic strategies.
 Represents Save the Children at different global, regional & country level forums for localization and partnership with aim to promote visibility of SCI work, explore new opportunities, building relationship and advocacy.
 Support advocacy lead in CO to develop and implement evidence based advocacy actions to empower national civil society and promote localization agenda.

Lead overall planning & performance of partnership function in CO.

 Develop, implement & monitor CO annual action plan for partnership function with clear milestones, accountabilities, timeframe and resources.
 Lead on annual partnership workshop and CO partnership self-assessment to identify the gaps and follow up with relevant functions to ensure improvement
 Socialize SCI staff & ensure coherence of the SCI global partnership procedures and tools across all functions, projects and partnership e.g. stakeholder mapping & analysis, PAT, PART, Partnership effectiveness monitoring, Partners feedback survey & COSA assessment & action plan for safer partnership etc.
 Support & guide relevant functions to establish mechanisms to track the data for localization indicators under seven domains e.g. funding, capacity, visibility, coordination etc.
 Establish partner working group in CO comprising of head of departments to provide strategic guidance & address the operational challenges associated with partnership.

Partners selection & capacity strengthening

 Support PDQ & Program Operations team in identifying best suitable partnership for new programming opportunities in line with program & donor requirement.
 Lead on and coordinate partners capacity assessment ensuring that PAT is completed for all partners.
 Lead on and coordinate the Proposal & Awards Risk Tool (PART)
 Develop & implement a holistic and coordinated capacity strengthening plan based on PAT, PART and localization aims.
 Monitor implementation of partners’ capacity strengthening plans with documentation of capacity strengthening results.
 Assist partners and programs to organize exchange visits, networking and other capacity strengthening activities as required

Partners monitoring and support
 Train staff and provide technical guidance with tools will for (1) monitoring program implementation & quality, (2) SCI & donor compliance (3) partnership health.
 Maintain partners visit tracker to monitor adequate support to implementing partners.
 Monitor the partnership health in terms of relationship in line with partnership principals using standard partnership effectiveness monitoring tools.
 Conduct Partners Feedback & Survey to assess the gaps in financial & programmatic support, agreement, relationship, communication, monitoring, accountability, reporting.
 Organize partnership review meeting to reflect on tensions/challenges that emerge in the process of the partnership, quality, relationship & way forward.

Managing risks in partnership
 Ensure Proposal & Award Risk Tool (PART) is completed and updated regularly.
 Develop guiding checklist for risks & mitigation measures related to partnership to support project leads in addressing key risks at all stages of project cycle in consultation with Head of Compliance.
 Follow up on implementation of risk mitigations measures listed in CO RMP & PART for partnership.
 Closely work with CO SG FP to ensure that Core operating safeguarding activities (COSA) assessment completed and COSA action plan is developed and implemented for all partners.

Learning & Knowledge management
 Expand existing database to capture findings of partners profile, monitoring visits , reviews & survey
 Work with programs and communication team to ensure documentation and sharing of case studies and best practices within partnership management internally as well externally.
 Conduct partnership review meetings, feedback surveys and studies to inform the partnership and localization strategy as well as procedures.

QUALIFICATIONS
Master degree in any subject relevant to humanitarian & development sector.

EXPERIENCE AND SKILLS
Practical experience of minimum 3 years with INGOs in managing humanitarian & development programs, partnerships & localization
