Background of Somali NGO Consortium

The Somali NGO Consortium is a forum that brings together local and international NGOs working in Somalia and Somaliland to encourage information sharing, cooperation, coordination and joint advocacy to improve the lives of Somalis affected by conflict, natural disasters and poverty. The Consortium aims to facilitate a more coherent NGO voice and assist NGO members to channel their concerns and influence decision makers, The Consortium has offices in Hargeisa, Mogadishu, Garowe, Kismayo, Baidoa, Dhusamareeb,

Overall objective

As a Partnership Manager, you are committed to establishing and nurturing strong relationships with a broad range of partners from a variety of different cultural contexts and diverse membership of the SNC. You are detail-oriented and have the ability to manage and meet multiple deadlines simultaneously. You are a dedicated and passionate in supporting program staff in delivering the organization’s strategies and activities. You will support the Program Development and Quality Coordinator and the SNC’s coordination teams in documenting programme activities, outcomes and impacts, synthesising information for organisational learning as well as producing donor reports. You will also support the programme teams and SNC’s director developing project proposals and organisational activities into concept notes and funding proposals while ensuring proposals meet donors’ requirement.

Key Responsibilities & Tasks

1. Keys responsibilities:

Partnership Management (50%)

In colaboration with the Program Developmet and Quality Coordinator contribute to the development and implementation of a fundraising strategy, as guided by the Management Board.

· Identify and monitor SNC grant opportunities and draft grant proposals, in coordination with relevant staff member or external organizations. **

· Map relevant corporates, foundations and philanthropic organizations; arrange meetings between the aforementioned organizations and SNC management, and Board members. **

· Undertake research to identify alternative resources for the financial sustainability of the Consortium**

· Work with external consultant(s) to develop proposals and business cases for various key leads**

· Assist the Communications team to prepare relevant materials and messages to inform target audiences of SNC’s contribution to the realisation of civil society goals. **

· Use SNC/CARE database tools to maintain contacts, monitor and evaluate impact of SNC interventions**

The Partnership Manager will undertake activities and tasks in project development, reporting, coordination, and donor liaison as part of the Consortium’s efforts to implement and report on its portfolio.

· Preparation of donor reports: coordinate submissions from relevant headquarter(s) and field staff to meet reporting deadlines, ensuring narrative reports meet donor requirements and are submitted in a timely basis.

· Prepare and coordinate all necessary follow-up internally and externally for relevant SNC staff and members.

· Maintain continuity of work operations by documenting and communicating needed actions to management.

· Accomplished department and organization mission by completing required tasks/assignments effectively and efficiently

· Manage the day-to-day activities of the SNC secretariat, including project management, monitoring, evaluation and documentation.

Localisation Agenda (20%)

The Partnership Manager is responsible for advancing the Consortium’s localisation agenda in consulation with the SNC Program Development Specailist , Program Manager and the leaderhsip of the Localisation and Partnership working Group including:

· Improving linkages, enhancing partnerships and strengthening the roles and voices of local/national NGOs in Somalia’s humanitarian ecosystem.

· Develop guidelines, guidance notes, briefing papers etc. on localisation-related issues to promote localisation

· Support in identifying research on key localisation issues, including the exploration of more equatible partnerships

· Facilitate coordination and collaboration on localisation-related issues between the Somalia NGO Consortium and other stakeholders

· Collaborate and synergise with regional and global forums, coalitions and networks on localisation to share experiences and lessons learned

Risk Managment (10%)

The Partnership Manager is responsible supporting the newly conistituted Risk Managment Working Group in realising its core objectives.

· Provide support in rolling out implementation of the Collaborative Risk Management Strategy (CRMS) Strategy

· Support the working group in ensuring common understanding of the risk management principles, framework and processes across the NGO community

· Support the working group with development NGO-tailored CRM implementation plan

· Liaise with the CRM stakeholder’s forum and represent the NGO community at the broader related discussions

· Provide secretariate support to the Risk Management Working Group and ensure agenda are identified, minutes taken and circulated in time with action points addressed

Convening & Membership Relationship (10%):

· Responsible for organizational functions and general meeting support: In conjunction with SNC secretariat staff, support in the preparation and scheduling of meetings and events, preparing relevant documents, coordinating briefing inputs, arranging follow up calls, maintaining office space schedules, developing and distributing agendas, minutes and participation lists.

· Convenes and participates in working groups, meetings, conferences, consultations with other agencies

· Follow up on action points as required

Information Management (10%)

· Information dissemination and management – act as a contact for information sharing with and among members and partners

· Compile and maintain grants and reporting lists

· Newsletter compilation and dissemination (weekly and thematic)

· Stay abreast of developments in the media and information sector through research, site-visits, and attendance at conferences and meetings

· Prepares or contributes to the preparation of various written reports, documents, information products and communications (e.g. timeline reports, bi-annual reports, actors directory etc.)

· Undertake any other duties assigned by your supervisor in supporting the achievement of the organizations strategic objectives

Qualifications

· Bachelor’s degree in Social Science or equivalent

· Flexibility to adjust to dynamic work environment

· 5 years’ minimum administrative experience

· Experience of working in civil society umbrella organizations would be desirable

· Commitment and interest in civil society sector, humanitarian context in fragile environments

· Excellent command of English; working knowledge of Somali would be an advantage

· Proactive, helpful, can-do attitude

· Neat, organized, able to work independently and interdependently, welcoming to the public

· Computer literate including spreadsheets, word processing, e-mail, web proposal writing; fundraising/marketing; donor relations management

· Demonstrable knowledge and experience in grant writing and donor management for non-profit organizations.
