About Bahar:

Bahar Organization is an independent non-profit and non-governmental organization that provides humanitarian aid to vulnerable people without any discrimination in all its forms. BO is operating to respond to the needs and basic requirements of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic living standards of the affected population by delivering humanitarian aid based on the needs.

Job Description

1. Managerial:

  • Provide and promote strong leadership, management oversight, commitment, and accountability to the department staff.
  • The department has a monitoring system that includes timeliness, transparency, and innovation in meeting the organization’s needs while adhering to Bahar, donor, and host government regulations.

2. Funding Acquisition/ Partner Development:

  • Stay abreast of funding trends and opportunities and prepare briefs to be shared on a regular basis with Programs Director and SMT.
  • Maintain a catalogue and record of concept notes and proposaldata that can be presented to potential donors on short notice.
  • Liaise with donor and partner representatives in process of proposal development, negotiation, and final approval.
  • Establish effective relationships with potential partners to expand and build engagement and funding levels. Provide macro support to Program Implementation to maintain good relationships with existing donors
  • Liaise with donors, other agencies, and communities to ensure that Bahar’s development strategies are well understood.
  • Monitor donor priorities and intervention strategies and provide them with accurate information on possible programs/projects.
  • Develop proposals to meet needs identified at the field and/or cluster levels, which fit within the Bahar strategic plan.
  • Monitor donors’ priorities and intervention strategies in the countries of interest, as well as map and approach new donors.
  • Develop a strong and visible profile for the organization.
  • Represent Bahar in strategic national and international meetings.
  • Bahar’s development strategies are shared with donors/ agencies/ communities to achieve effective relationships for funding purposes.
  • Proposals are developed in accordance with existing needs and Bahar’s strategy.
  • Bahar’s funding targets are met within the constraints of donor priorities, and Bahar’s overall efficiency and effectiveness determine its desirability as a partner of choice for donors and partners.

3. Programme / Project / Proposal Development:

  • Assume the lead role in overseeing all aspects of project development, including needs assessments, concept paper design, and proposal preparation, ensuring they meet both donor and Bahar’s requirements and standards.
  • Ensure needs assessments are conducted for current and potential project areas to ensure that Bahar’s programming is justifiable and well-designed.
  • Ensure input from Programme, Finance, HR, and Supply Chain staff and the ED during the project design process to develop an appropriate projects budget according to Bahar’s internal activity-based costing requirements.
  • Bahar’s program strategy, principles, and design are competitive in the Syria context, resulting in funding that covers programming and the organization’s operational costs.

4. Media and Advocacy:

  • Advise on the implementation of media and communication strategy to ensure that Bahar’s values, vision, and programs are well reflected.
  • Actively engage with advocacy actors, networks, and forums.
  • Lead communications, partnerships, and media product development and strategies.
  • Advocacy engagement is established with networks and messaging relevant to Bahar’s strategic priorities.
  • Quality communications about Bahar and its programming is disseminated as deemed desirable (minimize risk within contexts), including intended target audiences.

5. Personnel & Performance Management:

  • Engage in the identification and recruitment of the department’s staff, with appropriate JDs in place.
  • Develop the capacity of staff in the Department by working closely with Human Resources Department on staff development through effective coaching, mentoring, and performance management processes.
  • Mentor and support the team to build capacities, and improve efficiency and performance, and follow career management.
  • Facilitate communication with Programmes Manager and Coordinators ensuring active information sharing for a positive working environment.
  • Manage relationships with Bahar’s consultants and advisors for cross-sectoral and departmental insight and support.
  • A positive culture is developed within the department that demonstrates alignment with Bahar’s values among all staff, high levels of performance and accountability, and engagement with other departments as needed.
  • Talent development practices are implemented in line with Bahar performance management processes.
  • Consultants and contractors demonstrate high levels of performance and productivity.

Academic Qualification/s and Professional Experience:

  • BSc/BA diploma in management or a relevant field; MSc/MA is a plus.
  • At least 5 years of project and partnership management, as well as proposal writing experience in emergency and/or development programs.
  • Substantial experience working in a complex conflict environment.
  • Proven successful people management experience, managing large teams.
  • Proven project and budget management experience, managing large-scale budgets.
  • Proven ability in strategic planning and thinking
  • Proven ability to acquire and manage institutional funding.

Required Skills and Capabilities:

  • Language proficiency: Advanced (reading, writing, and speaking) in English and Arabic.
  • MS Office proficiency.
  • Ability to transfer gained skills to other staff.
  • Ability to work in a multi-cultural and multi-ethnic environment with respect for diversity.
  • Adhering to the organization’s vision, mission, goals, and objectives; commitment to humanitarian principles and actions.
  • Knowledge and familiarity with institutional donor funding requirements and regulations.
  • Ability to prioritize tasks and synthesize.
  • Strong attention to detail and high level of organization.
  • Excellent presentation and communication skills.
  • Strong interpersonal skills and ability to work under pressure.
  • Solid organizational skills, including attention to detail and multitasking skills.
  • Effective leadership, planning, and excellent dispute resolution skills.
