**Job Overview:**The Partnership Manager works closely with the Partnership Manager, Monitoring & Evaluation to achieve high-quality and compliant programming among partners of the Texas Office for Refugees West (TXOR West) through effective sub‐grants management and due diligence. The Partnership Manager will build strong, sustainable partners, and lead efforts in sub-award activities of TXOR West sub‐awardees to ensure compliance with IRC’s Partnership Excellence for Equality and Results System (PEERS) and relevant Codes of Federal Regulations. NOTE: The Partnership Manager position is eligible for full remote work therefore candidates from ANY location in Texas will be considered.

Partnership Management:

  • Lead TXOR West’s internal preparations for each new funding year, including coordinating updates required of partners for funding.
  • Draft and coordinate the review of sub‐awards, sub‐award amendments, and service contracts through IRC HQ, ensuring compliance with PEERS and the relevant Codes of Federal Regulations. Respond to HQ stakeholders in a timely fashion to ensure a smooth workflow process.
  • In coordination with TXOR West Director, interpret policy, rules, regulations, and precedents to adapt existing or create new practices in response to partnership subaward questions or challenges that may arise.
  • Manage the sub‐award close-out process. Ensure all required and relevant documentation is posted to the prime awards and sub-awards as applicable.
  • Serve as the primary point of contact between TXOR West, partner agencies, Texas Office for Refugees (TXOR), and Headquarters staff to address day‐to‐day questions from the field on legal, financial, branding, partnership agreements, media, and other issues.
  • Review partner financial reports, in concert with the TXOR West Finance Manager; address any inconsistencies before reimbursement.
  • Collaborate with TXOR on working groups as needed.
  • Other related duties as assigned.

Process Management and Coordination:

  • Lead the design, development, and implementation of internal processes to support the writing, editing, and submission of proposals, reports, and agreements, and facilitate administrative activities.
  • Gather information, and complete data and narrative portions of all applicable donor reports.
  • Support TXOR West office with effective use of cloud‐based document storage to keep all records organized including data collection, reports, official correspondence, etc.
  • Document TXOR West processes, including Standard Operating Procedures and Memos to File.
  • Provide support on the development of funding applications.

Operations Management:

  • Responsible for administrative and logistical support of TXOR West.
  • Procure supplies, equipment, and materials for the office; monitor and track the inventory of office assets and supplies. Prepare purchase orders and expense reports.
  • Serve as IT point of contact for HQ including IT equipment updates, and internet/phone line set‐up/installation.
  • Initiate all TXOR West administrative expense vouchers for approval and processing.
  • Organize all aspects of logistics for meetings, trainings, and conferences.

Job Requirements:

*Education:*4‐year college degree in relevant field required. Graduate degree in management, administration or related field desired.

Work Experience: 1‐2 years of experience with grants management, reporting, and/or compliance desired.

Demonstrated Skills and Competencies:**

  • Attentive to detail.
  • Experience with federal, specifically Office of Refugee Resettlement, funding requirements a plus.
  • Proven ability to contribute both independently and as a key team member.
  • Self‐ starter with excellent problem‐solving skills combined with the proven ability to multi‐task, prioritize duties, and manage time effectively.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); Experience with databases and applications preferred.

Language Skills: Fluency in written and spoken English.

Working Environment:

Standard work environment. Expectation to travel within local community for partner meetings and events. Oversight of staff in remote field sites. Expectation to occasionally travel and participate in meetings throughout the West Texas region and/or statewide.
