 Triangle Génération Humanitaire (TGH) is an international non-governmental organisation (NGO) designing and implementing emergency, post-emergency and development programs since 1994. The programs fall within the fields of water, hygiene and sanitation (WASH), civil engineering (Shelter), food security, rural development (Livelihood), socio-educational and psychosocial support (Protection). In 2021, its committed teams operate in 9 countries in Asia, Africa and Middle-East Region.

 TGH has been working in Iraq since June 2013, providing WASH in schools, winterization distribution, cash for education, Case management and psychosocial support as well as livelihood activities to Syrian refugees and IDPs in KRI. TGH developed its expertise in delivering Child Protection assistance to displaced, refugee and host children in camp and out-of-camp settings. TGH has been working in the capacity building of the General Directorate of Social Care and Development (GDSCD, more commonly referred to as DoSA / Ministry of Labor and Social Affairs (MoLSA) in the Kurdistan Region of Iraq (KR-I), the Social Protection Department in Ninewa and a National NGO in the Centre and South of Federal Iraq to strengthen the child protection case management systems.

 The present project “Improving the protective environment for returnees and out-of-camp displaced children and their communities in underserved areas of Ninewa and Sulaymaniyah governorates” The project aims at providing timely, culturally appropriate and gender sensitive child protection (CP) and legal services (GP) to conflict affected communities, while strengthening community-based mechanisms of risks prevention and response.

JO OBJECTIVE :

The overall objective of the Partnership and Monitoring officer is to ensure, under the responsibility of the Child Protection Project Manager, the monitoring and implementation of the consortium partners’ project activities in Mosul and Suleimaniyah.

JOB FUNCTIONS :

Responsibility 1:  Ensure the monitoring of the consortium partners’ project activities

Task 1 – Through regular planned and ad-hoc field visits, monitor the implementation of two consortium partners’ activities in compliance with the project proposal.

Task 2 – Provide the Project Manager with field visit reports highlighting partners’ achievements, challenges, accountability towards targeted population and compliance with the project proposal.

Task 3 – Develop monitoring tools (including satisfaction surveys, pre- and post-tests, and any other relevant tools).

Task 4 – Implement TGH’s Complaint and Feedback Mechanism in all partners’ project activities and ensure that targeted populations are aware of the mechanism and how to use it.

 Responsibility 2: Ensure compliance of consortium partners’ activities and documentation

Task 1 – Organise planned and ad-hoc spot checks on consortium partners’ project documentation to ensure compliance with project requirements, TGH and the donor’s regulations.

Task 2 – Organise planned and ad-hoc spot checks on consortium partners’ financial supporting documentation to ensure compliance with TGH’s logistics, administrative and financial procedures and their compliance to the donor’s regulations.

Task 3 – Report to the Project Manager challenges, compliance issues.

Task 4 – Support the consortium partners in providing adequate programme and financial documentation.

 Responsibility 3: Follow-up consortium partners’ needs for capacity building

Task 1 – Identify needs in capacity building (PCM, compliance, Child Protection-related trainings) and report to the Project Manager.

Task 2  Plan and organise capacity building trainings in coordination with TGH support and programme staff once needs have been identified.

 Responsibility 4: Translation

Task 1 – Provide translation, oral and written in Arabic, Kurdish and English as per required

Qualifications & Preferred Skills

 

 

 

+2 years or more of experience with NGOs’ project implementation and/or monitoring and evaluation.

Fluency in written and spoken Kurdish, Arabic and English languages (the proficiency in all three languages is mandatory).

– Previous experience in Child Protection and/or accountancy is an advantage.

– High sense of organisation and adaptability.

– Capacity to work in a roving context (both in KRI and GoI).

– Good computer skills (Full MS Office package, including Word, Excel PowerPoint, Outlook for e-mails).

– Good communication and reporting skills.

– Good social skills to establish relationships with partners and project team.
