Job Summary:

CARE in Ukraine is working to provide humanitarian aid related to the crisis inside Ukraine through partnering with local organisations based inside Ukraine, with all the field implementation work being carried out by partner organizations. The main purpose of this role is to support the partnerships Manager in establishing solid partnerships systems for the operation to enhance the quality and accountability of CARE and its partners.

We are looking for a highly motivated, skilled professional who has the ability to position partnerships at the center of CARE’s work. S/he should be a good communicator and planner with critical thinking skills to assist CARE to improve its partnerships in strategic, realistic, and practical ways in accordance with the operating context.

The position requires strong relationship management and coordination skills, experience in humanitarian programming and protracted emergencies, supporting partners in a remote setting, a good knowledge of the challenges of operating in cross border environment, and experience with capacity assessment and capacity building.

With support from the Partnerships Manager, the Partnerships Coordinator will be responsible for key following tasks:

  • Assist the Partnerships Manager in setting up the partnerships department in line with CARE’s partnerships framework.
  • Lead on the capacity needs for partner’s organisations starting from organisational needs assessment and end up by developing an organizational capacity development plan
  • Act as a key focal point for facilitating meetings and discussions between CARE technical lead and partners.
  • Support the onboarding of new partners through orienting them on CARE’s processes and requirements.

Main Duties and Responsibilities:

Manage and strengthen partner relationships as per CARE’s partnership approach:

  • Support Partnership Manager in identifying potential partners inside Ukraine and maintaining an up-to-date potential partner database.
  • Maintain regular communication and schedule regular visits to the partner offices when needed to ensure consistent relationships, up-to-date information, and ongoing two-way feedback is being provided and received.
  • Promote an atmosphere of mutual respect and development among partners – including facilitating information sharing between CARE’s partners and establishing relationships based on the partnership principles.
  • Ensure CARE’s partnership approach is mainstreamed and effective with all partner organizations with a particular focus on Women Based Organisations (WBOs) CARE/partner relationships and escalates any issues of non-compliance when necessary.
  • Facilitate the meetings to review and update the partner monitoring plans on quarterly bases including scheduling the meetings, updating the plans and coordinating and follow-up with the relevant departments within CARE.
  • Responsible for storage and updating of documentation for all vetted partners.
  • Maintain an up to date contact details for all of Partners’ key staff.
  • Document all decision-making committee meetings and be responsible for finalizing selection memos for partner’s selection.
  • Be responsible for documenting and Archiving all Partnerships and Capacity Building files.
  • Ensure that backup is completed for all of Partnerships files on a monthly basis.
  • Support capturing lessons learned from past experiences with a view to refining CARE’s approach to working with partners and strengthening civil society.

Monitor, support and strengthen CARE’s partnerships, with a particular focus on partner relationships and mutual good performance (CARE and Partner):

  • In cooperation with the head of units, the Partnerships Coordinator will be responsible for conducting a Monitoring review for all of CARE’s Partners in a quarterly basis.
  • Support Partnership Manager in conducting Partners’ satisfaction survey on a bi-annual basis and ensure that all CARE’s relevant staff are aware of partners’ feedback and the best way to respond to any concern raised.
  • Support Partnership Manager in initiating Kick-off and closeout meetings for any project with Partners.
  • Conduct regular meetings internally with CARE program and program support staff and with partners.
  • Be responsible to update the issues tracker in a monthly basis and work with Partnerships Manager and Unit Heads to support partners in closing all issues recorded on time.
  • Work with program and program support teams to ensure that communication between CARE and partners is clear and issues are solved in a timely manner. This is vitally important during the rapid response and emergency phase when distributions and service decisions need to be precise, clear and in short deadlines.
  • Ensure that a Due Diligence assessment is conducted for all of CARE’s Partners at the assessment phase and follow up with relevant units to provide the needed support to relevant partners.

Setting up the Partnerships department:

  • Support the partnerships manager in establishing the partnerships department for CARE in Ukraine in line with CARE’s partnerships framework.
  • With support from the Partnerships Manager work on developing a feedback mechanism for each type of the capacity-building intervention.
  • Assist the Partnership Manager in reviewing and refining CARE’s capacity-building approach and toolkits.
  • Assist the Partnership Manager in conducting regular reviews of CARE’s partnership approach and partnership management system including contributions to the development and follow-up of the revision of the existing processes and tools.
  • Maintain an up to date profiles for all partner organizations.

Key Interactions:

Internal: Project Managers, MEAL and Partnerships Manager, Country Representative, technical leads., and other CARE staff.

External: Implementing partners, peers, and UN agencies.

Qualifications:

Required:

  • Strong networking capability
  • Bachelor’s Degree in a relevant subject.
  • Ability to organize and facilitate training sessions
  • Ability to develop capacity building frameworks and work plans
  • Solid experience and skills in negotiation and relationship brokering
  • Good command of the English language (written and oral).
  • Good command of the Ukrainian language (written and oral).
  • Knowledge of Microsoft Office and similar applications.
  • Strong organizational skills.
  • Pro-active and helpful attitude, ready to take on a variety of new tasks.
  • Ability to multi-task and manage competing priorities.
  • Attention to detail.
  • Excellent communication and influencing skills across a range of stakeholders, but particular with partners
