Overview:

International Business and Technical Consultants, Inc. (IBTCI), a US-based international development consulting company, is seeking a Partnership Analyst to be part of a team of experts evaluating the Global Alliance for Vaccination and Immunization (GAVI) efforts to support COVID vaccination coverage from 2020 to 2023. The evaluation will focus on the functioning of the COVAX mechanism to support vaccination coverage worldwide, with a focus on 35 countries, with a special interest in the 15 countries listed above. COVAX brought together WHO, CEPI and GAVI to establish norms, fund the production of COVID vaccines, and purchase and distribute vaccines in multiple countries. The evaluation will have two components and the bulk of the work will be focused on achieving vaccination targets set by the countries. The results of the evaluation will inform discussions on the global health architecture required for future pandemics and help define UNICEF’s eventual contribution.

Responsibilities

Implementation of the Evaluation

  • Serve as the partnership analyst to evaluate the setup, governance, operation, and performance of a partnership formed between UNICEF, WHO, CEPI and GAVI to purchase and distribute COVID vaccines in multiple countries to increase coverage and prevent the spread of the disease worldwide.
  • Help guide the collection of relevant documents associated with the implementation of vaccine supply and vaccination efforts in the country supported by GAVI, and review documents collected.
  • Present conclusions of the desk review of secondary data organized by GAVI evaluation principles with a focus on institutional arrangements and coordination of efforts to support the production, procurement and distribution of vaccines from an equity perspective to increase vaccination coverage.
  • Present conclusions of the desk review of secondary data organized by UNICEF evaluation principles.
  • Help identify population segments where primary data collection via qualitative research methods would be conducted.
  • Contribute to the development of data collection tools and the identification of key informants that need to be interviewed at the country level.
  • Conduct qualitative data collection through key informant interviews and focus group discussions.
  • During primary data collection and site visits, participate in conducting interviews with institutional representatives and/or different target groups involved in the design, implementation, monitoring and/or evaluation of COVID vaccination efforts.
  • Participate in the analysis of qualitative data collected following guidance from the team leader.
  • Contribute to the preparation of an evaluation report to present the findings of the research conducted via document review and primary data collection.
  • Participate in the dissemination of evaluation findings.

Qualifications

Minimum Requirements:

  • 7 years of experience developing, managing, and/or evaluating institutional partnerships in the global health sector.
  • Experience with the UN system and/or UN organizations.
  • Experience defining and conducting formative, monitoring, and/or evaluation research to design, track the implementation, or assess global health interventions, with a focus on immunization efforts.
  • Experience in conducting qualitative and quantitative data analysis of social and/or institutional performance data.
  • Experience in producing evaluation and research reports for donors or implementing agencies.
  • Strong ability to interact with a wide range of stakeholders at different levels of donor agencies and country government officials responsible for activities in the health sector.
  • Experience working in health sector assessments/evaluations in Sub-Saharan Africa and/or Southeast Asia.
  • Fluency English. Fluency in French would be an added advantage.
  • Thematic knowledge of COVID-19 is preferable.

Education:

  • Advanced degree in political science, international development, political economy, public administration, health economics.

Preferred Knowledge, Skills and Abilities:

  • Excellent research methodology skills.
  • Excellent quantitative and qualitative data analysis skills.
  • Familiarity with remote data collection approaches/techniques.
  • Excellent oral and written communication skills.
  • Capacity to work independently.
  • Bilingual, working knowledge of French preferred.

Working Environment: Work is typically performed in an office environment. Part of this work will be done remotely.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: None.

Travel: Travel will be required up to 10% during the duration of the assignment.
