ABOUT THE MISSION

SOLIDARITÉS INTERNATIONAL is a French humanitarian organization that provides aid and assistance to victims of war or natural disaster. For over 40 years, our organization has worked towards meeting the three basic needs
water, food and shelter – of vulnerable and crisis
affected populations and has been more specifically committed to fight against waterborne diseases, leading cause of death in the world. SI’s interventions are carried out based on its expertise in the field of access to safe drinking water, sanitation and hygiene promotion, but also in the essential ones of food security and livelihoods.

SI has been present in Pakistan with prior interventions starting in 2005 and a scale
up of operations that was launched in the response to the 2010 floods in the Sindh province.

The objective was to support the flood affected population during the calamity through an improved access to WASH facilities and later on was expanded to provide longer
term improved access to WASH facilities in the province coupled with a disaster risk reduction set of activities.

After closing its mission due to lack of funding opportunities, SI has recently sent a member of the emergency desk to evaluate the impact of the 2022 floods and the potential added value for SI to re-launch activities in the country. Following this, SI is now launching a first phase of operations in Sindh in collaboration with and in addition to the actions carried out by the authorities and NGOs on the ground, SOLIDARITÉS INTERNATIONAL teams are preparing to deploy a rapid multisectoral response tailored as closely as possible to the needs of the targeted populations, which could include:

  • Providing access to safe drinking water;
  • Providing emergency latrines to limit open defecation and reduce related health risks;
  • Distributing essential emergency goods to households whose homes have been destroyed, which could include tents, blankets, hygiene kits or basic household items.

SOLIDARITÉS INTERNATIONAL will assess the possibility of also supporting the population in the recovery of agriculture and livelihoods in order to limit the harmful effects of this crisis over time as well as on longer
term WASH activities. Thus, SI is aiming at relaunching activities and hoping to secure funding to support the affected population for a longer period.

SOLIDARITÉS INTERNATIONAL is currently recruiting for an Administrative Manager (Accounting, Finance and HR) for its base opening with excellent English communication skills and relevant qualifications. Our organization is looking for an experienced professional to support the launching of operations in Sindh province along with the emergency response team of the NGO.

Position Description

Under the supervision of the field coordinator and with the support of the administrative desk counterpart, the administrator is responsible for the administrative, accounting and financial management of the base, in compliance with donor and Solidarités International procedures. He/she supervise the financial management of his or her base, in compliance with donor and Solidarités International procedures. He/she supervises accounting operations, cash management and budget monitoring in collaboration with the program managers. He/she is also responsible for the proper application of the Solidarités International Human Resources policy in his/her base. He/she supports, monitors and trains the members of his/her administrative team.

Main tasks

Administrative management of personnel:

  • Help welcome and integrate new staff, ensure they receive adequate administrative information
  • Oversee the administrative management of the recruitment and recruitment of personnel at its base
  • Supervise the archiving, management and security of Solidarités International staff files
  • Draft employment contracts for your base employees, and make sure they are enforced
  • Ensure that staff performance/professional evaluation reviews are conducted according to a defined procedure, and monitor staff professional development
  • Centralize requests for team training and establish a training plan for all staff
    Help order and determine disciplinary measures and follow disciplinary processes
  • Apply the formalities provided for sanctions and for the termination or non-performance of contracts
  • Supervise the collection of the necessary elements to establish salaries and monitor their correct application
  • Calculate taxes, complete returns, and make necessary returns and payments to organizations
  • Help define and implement Solidarités International’s wage and social policies
  • Assess the risks linked to changes in compensation and social policies
  • Oversee the establishment of legal representation and consultation bodies for its base staff, and assist in conflict management and resolution
  • Conduct meetings and communicate with staff
  • Track the cost of living in the intervention area to ensure revisions of per diem policies
  • Update your database organization chart

Equipment management:

  • Define the needs of administrative personnel at their base, and recruit according to the resources allocated
  • Train, support and evaluate the management team on their assignment basis
  • Plan and direct the activities of the administrative team
  • Lead management team meetings

Treasury / accounting:

  • Manage your base’s treasury/cash flow and ensure banks and cash banks are well stocked
  • Manage transfers and monitor the security of funds
  • Formulate treasury/cash flow forecasts with logistics manager and program managers
  • Supervise the maintenance and security of safe deposit boxes and ATMs
  • Validate all disbursements and commitments of expenses, in accordance with the procedures of Solidarités International
  • Supervise the maintenance of accounting in its base and control cash balances
  • Keep an eye on the bank boxes in your base and keep the safe
  • Prepare and supervise the monthly closing of accounting, its review and the integration of the accounting of its base
  • Verify accounting files before they are sent to coordination

Budgetary and financial supervision:

  • Update your base’s fund allocation boards
    Update and analyze budget tracking in conjunction with logistics and program managers
  • Make connections between budget consumption and activity progress
  • Propose solutions if necessary
  • Monitor operating expenses in your allocation base
  • Monitor compliance with donor administrative procedures
  • Assist the administrative coordinator in the formulation of financial reports and the conduct of internal and external audits
  • Assist in the formulation of budgets for new projects

Reports / communication:

  • Establish and maintain relations with local and regional administrative authorities, monitor existing regulations
  • Participate in meetings related to administrative aspects, represent Solidarités International at request and/or by order
  • Monitor the submission of administrative files to the coordination
  • Ensure that administrative and financial reports are made to the coordination according to the administrative calendar of Solidarités

YOUR PROFILE

  • Educational background in economics, administrative, financial, accounting and/or Human Resources.
  • Minimum five years of previous professional experience in administrative and financial management,
  • accounting and/or human resources management
  • Minimum two years of professional experience for an international NGO in administrative departments.
  • Minimum one year of professional experience as an Administrative Manager (responsibilities equivalent
  • to the position) for an international NGO.
  • Experience in working in complex and volatile contexts will be valued while Knowledge of the Sindh
  • context is an asset.
  • Experience in team management is considered an asset.
  • Multi-project support experience is considered an asset.
  • Ability to work under pressure and support multiple projects
  • Fluent English (written, spoken and read) is mandatory. Knowledge of local language (Sindhi, Seraiki,
  • Balochi, Urdu…)
  • Excellent skills in MS Office programs, especially Excel and outlook.

SI WILL OFFER YOU

Fixed-term contract for a period of 1.5 months which might be renewable according to performance and availability of funding for further projects.
