The Pacific Australia Labour Mobility (PALM) Coordinator will be based in the Overseas Employment Division for Tonga and will facilitate the coordination of PALM mobilisations from recruitment stage through to when workers depart Tonga. The PALM Coordinator will also be responsible for training staff in the Visa Unit of the Tonga OVERSEAS EMPLOYMENT DIVISION on mobilisation processes and mobilisation data management. Once the PALM Scheme is in force, the PALM Coordinator will be responsible for the coordination of mobilisations for low-skilled and semi-skilled workers.

Primary Duties and Responsibilities:

Provide advice to the Head of the Overseas Employment Division on PALM recruitment proposals from Tonga noting the Overseas Employment Division capacity and sector priorities and ensure Tonga Work Ready Pool effectively meets recruitment proposals
Develop and monitor mobilisation plans to ensure timelines are met
Work with Approved Employers (AEs) recruiting through the direct recruitment pathway to ensure policies and processes are being followed as detailed in the Operations Manual
Facilitate recruitment processes as required by the Tonga Labour Mobility Manual meeting timelines and assist with Letters of Offer, including the translation into the Tongan language to ensure workers’ interests are safeguarded and conditions of employment fully understood
Manage and coordinate PALM visa applications to ensure required information and documentation for workers are complete, accurate and submitted on a timely basis

Facilitate and monitor the supply of information for arrival of workers in Australia including COVID vaccination informationManage and coordinate timely reporting and updates to the Tonga In-Country Recruitment Database (IRD) to ensure data integrity and accuracy

Required Qualifications:**

  • Qualification in management, Human Resources or a relevant field
  • Excellent Tongan and English communication skills
  • Experience managing and implementing projects, including ongoing development and implementation of operational processes and manuals and adherence to timelines
  • Familiarity with Pacific Labour Mobility programs and commitment to mentoring Overseas Employment Division staff
  • Demonstrated experience facilitating workshops and training activities
  • Self-motivated with demonstrated high level skills to work autonomously in planning and managing work to meet Tonga Overseas Employment Division, Ministry of Internal Affairs and Australian Government priorities
