The Moore Center for the Prevention of Child Sexual Abuse is part of the Bloomberg School. The mission of the Center is to support and conduct research that advances our understanding of child sexual abuse, educates policymakers and the public, and cultivates partnerships with organizations to develop proven strategies that prevent child sexual abuse. We believe that everyone shares the responsibility for prevention, and everyone benefits when children remain safe from abuse.

Objective of the role

We are seeking an Outreach Director (Program Officer) who will be a strong conceptual and strategic thinker who will work closely with colleagues at the Center and across our national and global network to conceive and execute powerful campaigns driven by strategic communications. They will design and implement a national and international strategy in collaboration with the Center Director, Communications Director, and other Center staff as well as external experts and consultants.

The goal of these strategies will be to increase understanding of and support for implementing effective child sexual abuse perpetration prevention efforts. The strategy work will be initially concentrated at the state and national levels within the US and the European Union. It is also possible there may be several countries targeted within the European Union. The Outreach Director will also lead the development of a strategic plan to drive more funding and other resources into perpetration prevention efforts. More generally, the director will help grow the Moore Center’s reputation, for example by ensuring that Center faculty and staff are considered for service on national and international panels, committees, and task forces focused on child sexual abuse prevention policy and practice.

Scope of the Job

Advocacy

• Lead the vision of how to advance effective interventions to prevent child sexual abuse perpetration to stakeholders and policy work at an international level, in close collaboration with the communications team and colleagues at the Moore Center.
• Build and nurture relationships with stakeholders to evaluate the landscape of the countries programs and policies around perpetration prevention.
• Represent the Center while engaging with collaborating organizations, government officials, academics, advocates, and others in the policy community.

Communications

• In support of the Communications Director, provide vision, leadership, and counsel for the Center’s efforts, including ensuring an integrated strategy and communications plan. These efforts support the Center’s important role in both changing perceptions and furthering understanding of child sexual abuse.

Leadership

• As part of the leadership team for The Moore Center for the Prevention of Child Sexual Abuse, be the expert in advocacy campaigns and how to move the needle in various countries toward adopting new interventions to prevent childhood sexual abuse. **
• Be a good steward of the allocated budget dollars for strategic campaigns. Have the ability to allocate funding to ensure the greatest impact.

Proven Ability, Qualifications & Training

Essential

• 1 – 3 years experience in advocacy and campaign management in an international NGO/private sector or similar role.
• Bachelor’s degree in advocacy, social justice, social policy, political science, communications, etc.
• Excellent communication skills including well-developed verbal, writing, and strong presentation skills.
• Superior interpersonal and leadership skills to collaborate tactfully and effectively with country stakeholders.
• Demonstrated project management and organizational skills.
• Clear understanding of the range of possible advocacy tools available to influence key targets and their applicability in a complex situation.
• History of effectively managing volunteers, coalition partners, and projects in a dynamic campaign setting.

Desirable

• A Master’s Degree in Public Policy, Communications or Political Science is a plus but not required.
• Minimum of 5 years designing and implementing campaigns and advancing policy work inside the US and the European Union or other international settings.
• Experience in public health, child maltreatment prevention, and/or specifically child sexual abuse prevention is preferred.
• Outstanding management and planning skills, including the ability to handle multiple projects aims simultaneously in a decentralized environment.
• Strong project budget management skills.
• Fluency in other languages such as French, German and/or Spanish is a plus but not required.
