OTI Program and Learning Innovation (PLI) Division Assistant

The OTI Program and Learning Innovation (PLI) Division Assistant is a full-time Personal Services Contract (PSC) position at the GS-9/10 equivalent level and located in Washington, DC. INTRODUCTION:

The PLI Assistant will be based in Washington, DC and will provide a range of administrative services in support of OTI program-funded staff in Washington and the field. The PLI Assistant will start work within OTI’s Program Learning and Innovation Division. Given the contingent, operational, and flexible nature of OTI’s political transition work overseas, the PLI Assistant may be required to relocate from one OTI division or team to another, depending on the operational and programmatic needs of the office. The PLI Assistant position requires individuals who are team players, highly organized, motivated, problem-solvers, and enjoy administrative work and understand how this work directly impacts the mission of the office.

DUTIES AND RESPONSIBILITIES:

At the GS-9 Level:

Note: Duties and responsibilities are listed in order of importance for this position

  • Provide general administrative support including but not limited to: scheduling and facilitating meetings; drafting meeting minutes and taking notes; drafting and tracking memos and office-wide communications such as PLI newsletters; ensuring that action items are followed up; and filing and correspondence control;

  • Provide knowledge management support including but not limited to tracking documents, lessons learned, and best practices across OTI programs and/or operations to support PLI teams. Assist the teams in the creation and/or maintenance of information products in support of OTI programming; organize and maintain the PLI division filing system on Google Drive and/or serve as the point of contact for PLI’s internal Google Site;

  • Manage the PLI budget, working closely with Team Leaders to plan for and prepare budget actions. Prepare Acquisition and Assistance (A&A) request package for the management and administration of procurement in support of PLI activities;

  • Draft and track personnel memos, maintain personnel files, and manage the staff hiring tracker and/or create and propose other trackers as needed to support the PLI Management team in overseeing the Division;

  • Coordinate closely with OTI’s three divisions – Operations and Management Division (OMD), Field Programs Division (FPD), and Program Learning and Innovation (PLI) Division by way of attending meetings and providing reports to the supervisor, as well as ensuring that the PLI management team’s agenda is shared with other divisions and teams;

  • Proactively evaluate established operational support processes, and make recommendations to improve effectiveness within office;

  • Assist in the development of effective tracking systems for personnel action requests for program-funded staff, including travel assistance, training logistics, and payroll support;

  • Respond to requests for information on OTI programs from other teams, divisions, and/or USAID regional offices, within established office guidelines;

  • Provide orientation, training, and mentoring for new staff;

  • Backstop other assistants across OTI teams; and, as needed, provide surge support to those teams for time-limited tasks or assignments; and,

  • Serve on temporary details within OTI, other USAID bureaus/offices, or other USG agencies under this scope of work for a period not to exceed six months. Duties performed while on detail must be directly related to the scope of work. Contracting Officer (CO) approval is required for the temporary detail. Any extension past the six months requires CO approval.

At the GS-10 Level:

Perform the same duties as the GS-11 level but with less supervision, greater decision-making authority, and greater independence of action.

MINIMUM QUALIFICATIONS:

At a minimum, the offeror must have:

At the GS-9 level:

(1) A Bachelor’s Degree with two (2) years of work experience performing a range of administrative or program support duties similar to those outlined in the scope of work, including at least one (1) year of experience with one or more of the following: budgeting, managing correspondence, drafting written products, or operations support;

OR

An Associate’s Degree with three (3) years of work experience performing a range of administrative or program support duties similar to those outlined in the scope of work, including one (1) year of experience with one or more of the following: budgeting, managing correspondence, drafting written products, or operations support;

AND

(2) Demonstrated experience drafting and managing correspondence.

At the GS-10 level:

(1) A Bachelor’s Degree with three (3) years of work experience performing a range of administrative or program support duties similar to those outlined in the scope of work, including two (2) years of experience with one or more of the following: budgeting, managing correspondence, drafting written products, or operations support;

OR

An Associate’s Degree with four (4) years of work experience performing a range of administrative or program support duties similar to those outlined in the scope of work, including two (2) years of experience with one or more of the following: budgeting, managing correspondence, drafting written products, or operations support;

AND

(2) Demonstrated experience drafting and managing correspondence.
