Scope

The Deputy Director (DD), Office for Refugees (OSP), is a key contributor to strategic planning, development and the implementation of OSP policies and processes. The DD provides guidance and oversight to IRC State Partnership offices, identifying opportunities for growth and process improvements, issuing standard operating procedures, and providing training to staff. Holding the OSP’s key external donor and internal relationships related to finance and compliance, the DD ensures smooth coordination between these and the four OSP offices. The DD is responsible for supporting grants development, management, and compliance in alignment with the IRC’s Partnership Excellence for Equality and Results System (PEERS) in the IRC State Partnership offices. Reporting to the Director, Office for State Partnerships, the DD serves as the second in command for the OSP and serves in an Acting Director capacity in the Director’s absence.

Essential Job Functions

Program Planning and Implementation

· Support the design, implementation, and on-going development of OSP programs and new programming in KS, NJ, and WT. Ensure coherence and sustainability of programming and the sharing of knowledge within OSP offices.

· In coordination with the Director, conduct compliance, operational, programmatic and financial reviews of OSP to ensure that OSP offices comply with IRC standards of professional conduct, donor regulations and PEERs.

· Ensure that all OSP activities are compliant with all policies and guidelines through regular monitoring and evaluation of program activities.

· Ensure that KSOR, TXOR W and NJOR have quality and timely internal systems for administering sub-awards, program reporting, monitoring of service providers, grant closeout.

· Ensure timely and accurate reporting to donor.

· Support development and review of annual application materials.

Grants and Partnership Management; Compliance

  • Serve as compliance and grants management HQ focal point for all OSP grants. Advise on internal policies and donor policies related to grants management, including subawards.
  • Anticipate, analyze, and alert the OSP director of all risks related to OSP’s grants management activities, including compliance with OSP programming, federal regulations, updates on donor requirements, and financial aspects.
  • Serve as OSP in-house Partnership Excellence for Equality and Results System (PEERS) expert and oversee the implementation of PEERS in OSP offices.
  • Review for accuracy, completeness and compliance all OSP subawards.
  • Review for accuracy, completeness and compliance all pre-award, award, and post-award documentation, including proposals, reports, and subaward documentation developed and prepared by field office OSP staff.

Technical Support – Partnerships

  • Provide regular and ad hoc partnership technical assistance to Partnership Managers.
  • Ensure implementation of IRC’s partnership system, policy and principles of equality, transparency, results-oriented approach, responsibility and complementarity throughout the pre-award due diligence, agreement development and negotiation, and supporting partnership accountability and results phases.
  • Regularly liaise with Compliance department, identifying training needs as necessary.
  • Lead monthly Partnership Working Group.

Program Monitoring, Analysis and Coordination

  • Ensure coordination and information sharing across OSP field offices.
  • In coordination with the OSP director, support analyses of OSP program implementation, structure, and performance. Make recommendations to OSP director for sound planning, decisions, and development.
  • Contribute to OSP coordination meetings and propose relevant adaptations when needed to improve processes.
  • Responsible for department knowledge management, including development of standard operating procedures.
  • Monitor and analyze federal, state, and local policy changes and media/public communications as they relate to OSP; communicate findings to OSP Director.
  • Identify and coordinate training and technical assistance needs for the department.

Process Management and Communications

  • Maintain relationships with HQ operations staff, including Awards Management Unit (AMU), Finance, General Counsel, Global Supply Chain, and RAI teams, on grants management, program needs, and department wide finance inquiries.
  • Ensure RAI senior management is informed of all relevant issues through presentations, regular reports on status and activities being undertaken, and through appropriate escalation of issues.
  • Responsible for day-to-day communication and coordination with ORR.
  • Coordinate submission of all donor reports.
  • OTIS business owner for OSP team; act as main contact with IT’s App Support team.

Requirements

  • Bachelor’s degree required; Master’s degree in Social Work, International Affairs, or related field preferred;
  • 7-10+ years relevant experience, including work in the U.S. refugee program;
  • Ability to work independently and as a team member in a diverse, fast-paced environment.
  • Demonstrated in-depth knowledge of the US refugee resettlement and detailed knowledge of core programs;
  • Excellent written and oral communication skills: the ability to communicate effectively with colleagues and partners;
  • Previous experience in monitoring program compliance and providing technical assistance;
  • Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines;
  • The ability to be flexible and work well under pressure in a fast-paced team environment;
  • Strong critical thinking, research, and analytical skills.
