Job Overview:

The IRC RAI Office for State Partnerships (OSP) oversees the Afghan Support and Investment Program (ASIP) for northern California. The OSP Director is responsible for providing vision and oversight in the administration of the ASIP program, ensuring that all IRC, state and federal requirements are met and that innovative and sustainable approaches to programming are in place. ASIP serves Northern California, including the greater Sacramento region, Bay Area, and Central Valley. The project centers on disbursing housing funds in support of newly arrived Afghans. The OSP Deputy Director, ASIP will support the OSP Director’s oversight and administration of the ASIP project by working closely with the ASIP Project Director. The Deputy Director will support the ASIP Project Director’s onboarding, support recruitment and onboarding efforts, and guide other start-up operations.

Responsibilities:

· Ensure effective administration and support sustainable growth of ASIP project in coordination with OSP Director and ASIP Project Director, including oversight of fiscal agent and ASIP website set up and launch.

· Serve as compliance and grants management focal point for ASIP grant:

a. Advise on internal policies and donor policies related to grants management.

b. Support ASIP Project Director to ensure on time reporting to and communications with donor.

c. In coordination with ASIP Project Director, conduct compliance, operational, programmatic, and financial reviews of ASIP to ensure compliance with IRC standards of professional conduct and donor regulations.

· Oversee ASIP Project Director’s onboarding:

a. Assess the Project Director’s onboarding progress and identify areas of strength and growth.

b. Collaboratively establish a mentorship framework.

c. Build standards of project management excellence with measurable benchmarks.

d. Design and implement a plan to complete onboarding and execute the ASIP program deliverables.

· Support the ASIP Project Director to recruit, hire, train, and manage a full team. Monitor and coordinate staff training needs.

· Serve as an on-call resource regarding:

a. The US Refugee Admissions Program (USRAP),

b. California’s housing and refugee service landscape,

c. IRC internal systems

Requirements:

· Undergraduate degree required; Master’s/graduate level education preferred.

· Minimum five years of experience in project management.

· Minimum three years of people management experience.

· Strong, demonstrated skill in donor compliance and donor relations.

· Highly organized self-starter with proven success prioritizing multiple tasks, making critical decisions, and delivering results in a fast-paced environment with tight deadlines.

· Strategic, creative, problem solver capable of working well independently

· Advanced computer proficiency with an emphasis on Microsoft Office applications (Word, Excel, Teams, Outlook) database systems, desktop publishing, and PowerPoint. Strong command of Excel and budget management preferred.

· In depth understanding of the USRAP and array of resettlement services, including the Reception & Placement Program, Matching Grant, and early employment programs.

· Preferred familiarity with public benefits and refugee service structure within California.

· Preferred knowledge about the California housing market, including state and federal housing resources

· Ability to quickly learn program requirements and familiarize self with key grant documents

Working Environment: Position is 100% remote.
