Context:

Working under the overall supervision of the Senior Programme Coordinator (Shelter/Non-Food Items (NFI)/ Camp Coordination and Camp Management (CCCM)), the direct supervision of Programme Coordinator Water, Sanitation & Hygiene Shelter (WASH) and administrative supervision of the Field Programmes Coordinator, the Operations Officer will implement WASH activities and assist the Programme Coordinator (WASH) as required.

Core Functions / Responsibilities:

  1. Contribute technical inputs for the development and execution of the WASH strategy for IOMin the country.
  2. Check project(s) activities in terms of intended scope, time and budget as per the approved project’s work plan as designed by the Programme Manager and bring to the attention of the PM any delay or workaround that may be required for timely completion of activities.
  3. Provide necessary information and documentation to the WASH Programme Manager for the preparation of project proposals and/or for IOM to contact potential donors. Actively assist in the coordination of donor visits. Contribute to contingency planning for possible WASH emergency response if required
  4. Draft and/or review technical specifications, Bills of Quantity (BoQs), drawings of the WASHinfrastructure planned to be implemented as necessary in order to contribute to the quality of the output and facilitate alignment to donor requirements. Assess technically the progress of the project(s) for compliance of outputs to planned targets. Monitor project(s) expenditures and burn rates. Adhere to the guidelines provided by the WASH programme manager regarding the use of budget lines for the project(s) activities. Supervise project support staff and provide training as required.
  5. Monitor and follow up on project(s) procurement in line with approved by the WASHProgramme Manager specifications or BoQs, working in close coordination with the procurement and logistics unit for the procurement and delivery of the required materials and items to the respective sites in a timely manner. Follow up on the schedule with contractors and prepare and sign completion certificates.
  6. Check that relevant permits and authorizations are obtained from the local authorities for project stability and good relations with the local government.
  7. Under the direction of the WASH Programme Manager, coordinate the implementation of activities with IOM support units.
  8. Communicate with implementation partners and relevant stakeholders. Make sure that relevant and necessary information is transmitted in a timely manner upstream to the WASH Programme Manager and downstream to the members of the WASH team.
  9. Monitor the project implementation by performing regular visits to the areas of operation and record relevant data for further analysis. Ensure that all the project data and information is archived and shared appropriately. Draft and submit regular progress reports to the WASH Programme Manager, highlighting progress, constraints and requirements for project completion.
  10. Facilitate the integration of cross-cutting issues such as GBV, Accountability to Affected Populations (AAP), Environment and other cross cutting issues of relevance in WASH programming.
  11. Supervise WASH national staff in Marib, ensuring appropriate work distribution and review of outputs. Assist in resolving team conflicts.
  12. Provide cover and support for WASH team members during R&R, as required.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Engineering (Civil, Environmental, Hydraulic, Mechanical or Chemical), Geophysics, Hydrogeology, Geology or Public Health or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

Experience in Water, Sanitation and Hygiene, preferably at a managerial level, in emergency and conflict environments.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
