CONTEXT:

The operations division counts 5 geographical divisions, 4 technical divisions, 1 Atlas Logistic division and 1 emergency division (ED).

One of the 5 geographical divisions is the West Africa Geographic Division, composed of 1 Director, 1 Assistant and 3 Operations Officers and 4 Program Director (Mali, SAHA, Senegal, Tchad).

YOUR MISSION:

Under the responsibility of the Geographic Director, the Operations Officer will be in charge of monitoring and supporting operations for a program/country portfolio.

Control tower: Monitor the implementation of HI strategy in Programs

  • Support the GeoDirector in controlling and producing adequate and reliable reporting

  • Ensure the monitoring by feeding relevant dashboards of the GeoDivision

  • Alert the Geographic Director or other relevant services in case of problems and contribute to problem identification and recommend actions to be taken

  • Ensure that a quality control mechanism of the projects and programs is set up and running

  • On an ad-hoc basis, in agreement with the Operations Director, acts on behalf of the Geographic Director on certain subjects in his absence

    Support: Assist Programs in operation implementation and issue resolution

  • Ensure regular communication with Field Operations Managers/Country Managers

  • On an ad-hoc basis or specific situation as emergency opening, facilitate issue resolution, resource identification and direct support

  • Contribute to Stratop elaboration at HQ level (inputs), monitor deadlines and retroplanning (including all related documents), provide feedbacks on strategic views for the program.

  • Ensure briefings and debriefings of relevant expatriates or staff in key positions

  • Facilitate when relevant communication and coordination amongst teams functionally attached to the Geographic Division (Specialists, Shared services, ER…)

  • Facilitate the transfer of a country to his equivalent elsewhere, when relevant

Capability builder: Contribute to Program capability improvement

  • Contribute to deployment and capacity building with regards to project management and MEAL (contribute to the professional channel in coordination with 3I Division)
  • Contribute to dissemination of donor compliance rules (under the authority of DFI)
  • Contribute to capacity building in terms of emergency response, in close link with Emergency Division.
  • Contribute to improving practices and frameworks on specific cross cutting topics
  • Can have a specific responsibility on a cross cutting topic, for example be the focal point for Emergency Division, Atlas, 3I, DFI..

YOUR PROFILE:

– Post-graduate level (by diploma and/or equivalent professional experience) in economics or social sciences or management or another discipline related to the profile. Ideally with a Bac+5 profile, you have at least 2 years’ experience in international project management, in emergency or post-conflict context

– Experience in implementing and supervising development projects, including project engineering aspects (financial and budgetary arrangements, organisation, planning, reporting, implementation of the project cycle, etc.).

– You have experience in capacity building, you know how to work remotely with different and multicultural teams

– You have good knowledge of donors regulations and processes

– You have excellent command of French and English

– Your main assets? You are open-minded, a team player and diplomatic

CONDITIONS:

– 6 months contract starting from 30th April 2024 based in Lyon, France (Replacement on maternity leave)

– Working hours: 39 hours a week with 9.5 weeks off to be taken each year
