Mission and objectives

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM has been operating in Papua New Guinea (PNG) since 2001, working on complex emergencies, providing humanitarian relief, and building capacity of the Government. Operating through its head office in Port Moresby and field offices throughout the country, IOM’s programmes focus on disaster management, emergency preparedness and response, counter-trafficking in persons, assisted voluntary return and reintegration, migration and border management, protection, WASH, migration health and integration.

Context

Under the overall guidance of the Chief of Mission (CoM) in Port Moresby, Papua New Guinea and direct supervision of the Project Officer (Emergency & Disaster Management), the Operations Officer will provide the day-to-day operations support to the Emergency Management and Peacebuilding programming in PNG, with high quality, accuracy, and consistency of work.

Task description

Under the direct supervision of Project Officer (EDM), the Operations Officer will undertake the following tasks:

1. Organize and oversee the daily workers in need assessment, shelter trainings/orientation/awareness raising sessions, and monitoring activities in line with planned project timeline and set project objectives. 2. Contribute to the planning, develop, and supervise all emergency operations including shelter/NFI, cash-based interventions (CBI), CCCM, displacement tracking matrix activities in collaboration with relevant IOM units, the emergency coordinator, head of sub offices and field staff, to ensure efficient and timely implementation of these projects, in accordance with IOM and sector working group standards and guidelines.

3. Ensure proper documentation of the shelter programme, including that all supportive documents for the projects (assessment, beneficiary registration, payment records, etc.) are recorded in the shelter database.

4. Ensure timely and adequate establishment of the Shelter/NFI programme in line with the Shelter/NFI Sphere standards and cluster guidelines.

5. Provide technical guidance in the implementation of IOM’s emergency operations including shelter and NFI and cash-based interventions, programmes across differing stages of the crisis (both emergency and recovery).

6. Produce the necessary documents to support implementation of operations, including preparation of procurement and logistics processes in coordination with resource management colleagues, standard operating procedures, reporting templates, material specifications, and other technical documents.

7. Support in the design a voucher feasibility assessment in pre-identified locations to determine, amongst other details, distribution modalities (taking into account gender and protection mainstreaming), considerations for selection of vendors and beneficiaries, as well as potential risks to be aware of in line with Do No Harm principles.

8. Ensure that the integration of cross-cutting issues including community participation, gender, children, Gender Based Violence (GBV) and other vulnerable groups are considered in the programme implementation

9. Produce daily and/or weekly progress reports with related updates, including accurate data analysis and documentation to the EDM team, for any key development of future programming.

10. Coordinate with relevant stakeholders and partners, including clusters in implementing the IOM CCCM, shelter and NFI response in the Highlands, including, targeting, registration, verification, distribution, and follow up.

11. Support in distribution of reports, including analysis and recommendations. In Coordination with the unit, ensure the implementation of post distribution monitoring exercises and prepare post distribution monitoring reports.

12. Coordinate specific emergency responses in the field (including convening and chairing cluster meetings, representing the cluster to the Disaster Management Team, maintaining accurate stock and distribution information, supporting logistics and identifying gaps in CCCM/shelter/NFI preparedness and response).

13. Ensure the timely and full dispatch of CCCM/NFI/shelter stock in coordination with IOM logistics, ensuring completion, accurate record keeping, and follow up on issues.

14. Liaise with government authorities, non-governmental agencies, UN agencies, partners and disaster affected communities in the implementation of IOM’s projects.

15. Perform such other duties as may be assigned. Furthermore, UN Volunteers are required to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day).

• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.

• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.

• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.

• Assist with the UNV Buddy Programme for newly arrived UN Volunteers.

• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Nationality

Candidate must be a national of a country other than the country of assignment.

Required experience

3 years of experience in the following areas.

• Experience in humanitarian response or related field.

• Operational field experience required.

• Emergency experience and previous project implementation and management experience, including project monitoring and reporting an advantage.

• Project implementation and management experience, including project monitoring and reporting an advantage.

• Experience in Internally Displaced Person (IDP) Policy development an advantage.

• Work experience in the Pacific an advantage.

• Delivers on set objectives in hardship situations.

• Effectively coordinates actions with other implementing partners.

• Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

• Works effectively in high-pressure, rapidly changing environments.

• Coordinates actions with emergency response actors and making use of coordination structures.

• Supports adequate levels of information sharing between internal units, cluster partners, IOM, and other emergency response actors.

• Establishes and maintains effective relationships with implementing partners.

• Makes correct decisions rapidly based on available information.

• Ability to think both creatively and strategically. • Good interpersonal communication and presentation skills.

English, Level: Fluent, Required

Required education level

Master degree or equivalent in social sciences, Disaster Management, International relations, Conflict Management, Human Rights/ Law, Information Management, or a related field from an accredited academic institution.
