Type of Appointment : Special short-term graded, six months with possibility of extension

Context:

Under the overall supervision of the Deputy Chief of Mission (DCoM) and the direct supervision of the Programme Coordinator (Displacement Tracking Matrix – DTM), in close coordination with the Data Coordination Specialist (DTM), the Operations Officer (DTM) will be responsible and accountable for providing support and contributing to development and implementation of the Displacement Tracking Matrix (DTM) initiatives and data collection in the country.

Core Functions / Responsibilities:

  1. Provide operational and data management support to DTM operations including on program & tools design, set up, coordination with team and stakeholders, project development, training, and monitoring.
  2. Evaluate and compare methodologies and indicators for existing DTM tools to identify the strengths, entry points and relevance for the International Organization for Migration (IOM) mission and partner organization to identify areas for complimentary humanitarian action. Carry out in-depth analysis of identified datasets from across the different contexts in which IOM works to assess the use of varying formats of the data collected from IOM tools and contribute to the development of analytical frameworks applicable to this DTM data.

  3. Assist in developing guidance, frameworks, and documentation of methodologies and operational standards for IOM DTM programming in the field.

  4. Organize trainings for the data collection team on issues related to DTM, including definitions, numbers, trends, impact on receiving populations, human rights concerns, and basic humanitarian needs.

  5. Support the strengthening of the data collectors’ capacities; coordinate work; and facilitate coordination and coherence between DTM and other research and data collection activities undertaken by IOM Afghanistan.

  6. Assist in enhancing regional convergence with the data collected in Afghanistan and use of DTM data in close coordination with relevant IOM Offices, Departments and Units.

  7. Research, analyse and evaluate new value-added processes in relation to DTM operational strategies in the field and implement new innovative approaches and processes that increase effectiveness, efficiency, and quality of DTM implementation globally.

  8. Encourage and support the documentation and evaluation of projects, processes and lessons learned.

  9. Participate in technical meetings, workshops, and working groups as necessary in relation to DTM programming, at regional level and in the field.

  10. Travel to field offices when/if necessary, to support in setting up system for data and information management activities including data collection.

  11. Perform such duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree from an accredited academic institution preferably in Geography, Computer, Statistics, Social Studies, Migration Studies and/or Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant work experience.

Experience

• Experience in the development and implementation of DTM or similar assessment and information management activities;

• Experience in Information Management, emergency humanitarian operations; management and coordination of information flows, data management including collection, storing, processing, and analyzing data to generate information products in emergencies and post-crisis operations;

• Experience in the coordination of technical aspects regarding the setting up of Flow Monitoring Points;

• Experience with handling confidential data;

• Experience working in international organizations and the humanitarian community; supporting complex emergency duty station;

• Experience in data collection, research, and report writing;

• Experience writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets;

• Experience in the development and implementation of population databases a distinct advantage;

• Experience in project implementation, coordination, and monitoring and evaluation.

Skills

• Demonstrated ability to coordinate activities and implementation at medium to large scale operations in humanitarian emergencies.

• Knowledge and expertise in technical tools needed for DTM program set-up including but not limited to GIS, analysis (i.e. Microsoft Excel), and reporting (i.e. Microsoft Word/Publisher and/or Adobe Creative Suite).

• Strong computer background, including experience with relational databases, Microsoft applications, spreadsheets, word processing, Geographic Information System (GIS), graphic design and desktop publishing.

• Strong and demonstrable interest in migration and/or humanitarian issues.

• Proven track record in data management, experience working with datasets, and conducting research and data analysis (quantitative and qualitative).

• Proven knowledge of statistical and data management software (e.g. STATA, SPSS, ODK/Kobo, etc).

• Strong communication and analytical skills.

• GIS knowledge.

• Ability to prepare clear and concise reports.

• Advanced level of computer literacy.

• Delivers on set objectives in hardship situations.

• Effectively coordinates actions with partners and stakeholders.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Fluency in Dari and/or Pashto is an advantage.
