JOB CONTEXT:

HI’s Middle East Regional Programme coordinates missions in 4 different countries (Egypt, Jordan, Lebanon and Palestine). The program is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience. The program has a total volume expected for 2022 of 11M Euros with around 200 staff + 130 volunteers. Out of this, Jordan mission’s budget in 2022 is around 3 M EUR, with approximately 50 employees and 130 volunteers.

The Jordan mission implements projects in 5 main sectors: health (physical rehabilitation); early childhood development; education; livelihoods; and social services. The main target groups are Jordanians and refugees with disabilities or injuries. The current areas of intervention are Amman, Mafraq, Irbid and Zarqa governorates, with plans to expand our intervention towards southern Jordan in 2023.

YOUR MISSION:

Under the responsibility of the Regional Program Director, you, as the Operations Manager, contribute within the country to the implementation of the mandate and the 10-year strategy of Handicap International. You ensure optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. You share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm chain.

Mission 4: Operational implementation

Especially, during this period of replacement due to leaves, you as Operations Manager key priorities will be:

– Manage the expected launch of a new EU project on de-institutionalisation and reintegration of persons with disabilities in their communities;

– Ensure the regular implementation of the other ongoing projects;

– Co-lead networking and fundraising efforts in Jordan in collaboration with the Regional Director.

YOUR PROFILE:

  • You hold a Diploma or master on related fields : political sciences, humanitarian, economical cursus
  • You have a minimum of 6 years of experience on project management, operational coordination, management of services, programs in the humanitarian or development sector
  • You have strong management skills
  • You have strong knowledge of partnerships management
  • You are detail oriented, highly organized and able to prioritize workflow
  • You are very positive, constructive and dynamic personality, solution-oriented and with a high level of professional maturity, flexibility and autonomy

CHARACTERISTICS OF THE POSITION:

Despite the different conflicts affecting the overall Middle East regional, the security in Jordan is fairly good. In Amman, the living conditions are excellent with little restrictions. Jordanians are very welcoming and life for foreigners is generally quite comfortable. Expect minimum standards of respect and adaptation to the local culture and traditions. The position is based in the permanent Middle East Regional Programme Office in Amman.

  • 6 months International contract starting from beginning of August 2022

  • The international contract provides social cover adapted to your situation:

    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2860 € gross/month upon experience

  • Perdiem: 640 € net/month – paid in the field

  • Paid leaves: 25 days per year;

  • R&R: 1 day per month

  • open to couples (from 3 months of mission) (REMOVE IF NOT APPLICABLE)

    • Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income/
  • Housing: individual taken in charge by HI
