JOB CONTEXT:

Bangladesh is currently dealing with one of largest humanitarian crisis in this reason in decades by hosting nearly around 1 million Rohingya people. Rohingya are currently located in Cox Bazar district and GoB is currently working on relocating some of them to one of the remote island of Basan Char. The host Bangladeshi communities are also affected by the presence of a large refugee population living in the region. The two sub-districts of Ukhiya and Teknaf, where the refugees are mostly residing, are vulnerable to increased rates of poverty due to lack of public and private services, scarce job opportunities and limited natural resources, among other key causes.

HI has been operating in Bangladesh since 1997, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, including people with disabilities. HI’s current operations are centered Northern (Kurigram) and Southern part (Cox Bazar). HI Bangaldesh is in the middle of implemntation of its 3 years country strategy/StartOp ( 2021-2023) with one of the great focus to create a opertaional balance between developmental and emergency operation ; hence while maintaining the current emergency operation in Cox Bazar.

The operations are currently funded by BPRM,UNHCR, GFFO,UNICEF,ECHO, Miserior , CDCS, MEA lux and HI Federation.

HI Bangladesh is looking for an Operations Manager for 3 years.

YOUR MISSION:

Being a core member of country SMT and under the responsibility of the Country Director , as Operations Manager you contribute within the area where you are based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion.

In this framework, your main missions are :

• Mission 1: Management
• Mission 2: Strategy and steering

Responsibility 1 : Contribute to the development of the programme operational strategy, and to its implementation and annual monitoring

Responsibility 2 : Implement the project part of the Programme’s Operational Strategy

• Mission 3 : Standards and expertise
• Mission 4: Operational implementation

Responsibility 1: Ensure the sound management and monitoring of projects under his/her responsibility

Responsibility 2 : Keeping both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager, and propose mitigation measures where relevant

Responsibility 3 : Develop HI’s external influence (forums, operational and strategic alliances, etc.) and the external representation of the organization (events, media) in his/her area of responsibility.

Responsibility 4 : Coordinate the teams in his/her area

Responsibility 5: Support the Director/Country Manager in monitoring security in their area and ensure adequate resources according to the context

• Mission 5: Emergency Preparedness and Response

YOUR PROFILE:

With a Master’s degree,

• You have at least 6 years of professional experience in humanitarian / emergency contexts in senior managerial roles for bases and/or programmes
• You have a proven experience in security management and context analysis
• You have a good understanding of logistics, HR and finance management
• A previous experience in health/rehabilitation sectors is preferred
• Fluent English is mandatory (oral and written)
• You show strong organizational skills, you are autonomous and reactive
• You are able to work collaboratively in a team

CHARACTERISTICS OF THE POSITION:

• Dhaka is a large and densly populated metropolis, which is rapidly expanding.
• Cox’s Bazar is a city located in the coastal area, fishing port and one of the most visited tourist destinations in Bangladesh. Travelling between the different sites is easy: 1-hour flight Dhaka – Cox’s Bazar.
• Security is fairly good in some area but inlarge remain ongoing concern in the country.

• 36 months International contract starting from October 2022

• The international contract provides social cover adapted to your situation:

  • Unemployment insurance benefits for EU nationals
  • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
  • Medical coverage with 50% of employee contribution
  • Repatriation insurance paid by HI

• Salary from 2870 € gross/month upon experience

• Perdiem: 652 € net/month – paid in the field

• Hardship: 250 € net/month paid with your salary

• Paid leaves: 25 days per year;

• Housing: individual taken in charge by HI

• R&R: 5 days every 3 months+ possible transport/package support.

• Position: open to couples :

  • Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income/
  • Mission of more than 18 months: payment of one yearly additional return flight
