Overview of position

  • On 24 February 2022, the military of the Russian federation invaded Ukraine, with strikes across the territory of Ukraine. Since then, Russia’s invasion imposes a severe humanitarian & socio economic toll, global energy & food crisis, large scale destruction of the country’s infrastructure & disruptions in the provision of critical services & degradation of social fabrics & communities’ ties, triggering one of the world’s most significant forced displacements.
  • Severe attacks on energy & critical infrastructure facilities leave millions of people without electricity, water or heating supply, struggling to access water, food, health services, materials to repair homes, among others. The continued attacks cause substantial damage to the country’s economy & agricultural production & also affect the poorest countries worldwide.
  • Our clients support to partners spans the humanitarian development nexus from emergency response to building back better, across the housing, health, education, transport, energy & mine action sectors, through infrastructure, procurement & technical assistance / project management interventions, with the ultimate aim of supporting the country on its EU accession & in its achievement of the Sustainable Development Goals (SDG’s).
  • Funded by the government of the Netherlands, our client is seeking an Improvised Explosive Device Defeat (IEDD) Trainer to develop the capacity of Ukrainian state institutions to deal with emerging IED threats. This role focuses on providing comprehensive training & support to enhance the operational & tactical capabilities of Ukrainian state institutions to deal with IEDs & conventional munitions.

Role objectives

Training needs assessment & tailoring:

  • Carry out extensive training needs assessments for the targeted beneficiaries.
  • Based on the results of these assessments, develop training courses tailored to the identified needs (such as IEDD, EOD and humanitarian demining).
  • Liaise with relevant institutions regarding training & the implementation of the training plan.

Training development & delivery:

  • Develop, document & deliver IEDD, EOD & humanitarian demining training packages focused on emerging threats in Ukraine.
  • Create related training aids & documentation to support the IEDD, EOD & humanitarian demining training programs.
  • Deliver training sessions to Trainers from Ukrainian state institutions, ensuring they are capable of cascading the training to their teams effectively.

Liaison & coordination:

  • Establish & maintain effective communication channels with Ukrainian authorities, including relevant ministries, agencies & departments involved in IED & conventional munitions threat management.
  • Liaise with other relevant stakeholders on IEDD, EOD & humanitarian demining training related matters.
  • Coordinate & facilitate information exchange between our client, Ukrainian authorities & other stakeholders, ensuring timely & accurate dissemination of relevant information.

Assessment & recommendations:

  • Assess the validity of the training in relation to the needs & current risks & threats.
  • Assess & recommend new training requirements regarding prevention & mitigation measures through the introduction of new tactics, technology, equipment, materials & processes.
  • Provide training recommendations at operational, tactical & technical levels.
  • Identify lessons & document the lessons learned to continuously improve training effectiveness.

Support & development:

  • Assist the Head of Operations & Senior Training Officer from a training perspective.
  • Assist in the procurement of equipment & services.
  • Support the project team in developing operational & tactical procedures.
  • Assist in the establishment of Standard Operating Procedures (SOPs) for prevention & mitigation measures.
  • Assist in the development & implementation of local technical solutions, identifying shortfalls & timeframes for prevention & mitigation measures.

Risk management:

  • Identify risks & opportunities regarding the training plans.
  • Propose & design corrective actions for the training plan.

Monitoring & reporting:

  • Monitor & report on the progress of the training program, identifying challenges & proposing solutions to enhance its effectiveness.
  • Contribute to the development of reports, briefings & other communication materials related to our clients program.
  • Ensure accurate documentation of all training activities, including curriculum development, training sessions & coordination efforts.

Project reporting

  • This role reports to the line manager.

Key competencies

  • Master degree or equivalent in international peace & security, humanitarian affairs, international affairs, peacebuilding, social sciences, humanities or related field with 5 years of relevant experience or bachelor degree or equivalent in the same field with 7 years of relevant experience or 11 years of experience in the management of operations within a recognized military, police, humanitarian mine action organization, development organization, or other relevant field experience.
  • Relevant experience is considered as operational experience as an IEDD / EOD Operator.
  • Ability to work effectively in a multicultural & multidisciplinary team environment is essential.
  • Experience in designing, developing & delivering IEDD & explosive risk mitigation training is desired.
  • Experience in developing training aids & documentation is desired.
  • Fluency in English (reading, writing & speaking) is required.
