We are looking for our new Operations Manager to join our programme in Vietnam!

Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.

Please note that we offer a two-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.

Requirements

  • Minimum 5 years of experience managing large and complex operations in a mine action programme and/or capacity development of national authorities. You have experience of successfully leading, motivating and managing a diverse team of people.
  • Relevant higher education. Relevant work experience can potentially compensate for the lack of higher education.
  • Track record of establishing and maintaining effective professional relations with relevant stakeholders, in particular national and international operators.
  • IMAS EOD level 2 qualification and good knowledge of IMAS and the land release principles in HMA.
  • Ability to contribute with technical knowledge and clearance targets to proposals and reports.
  • Ability to develop, review and comply with security and technical Standard Operating Procedures.
  • Experience in the development of Quality Management Systems.
  • Written and verbal proficiency in English.
  • Good literacy, numeracy and IT skills.
  • Valid international driving license.

We are looking for someone with excellent leadership skills and the ability to cooperate and work in a multi-cultural/multinational setting. You have strong communication skills with the ability to transfer knowledge, identify and resolve issues, and work with a high degree of independence. You keep calm under pressure while setting a clear path for your team.

Responsibility

  • Plan, prioritize and manage all operations within the programme with focus on impact, quality, efficiency and relevance.
  • Responsible for optimal use of the demining toolbox.
  • Responsible for the overall safe execution of all NPA operations in Vietnam.
  • Ensure that NPA policies and procedures are implemented.
  • Be part of the programme Senior Management Team (SMT).
  • Responsible for developing and implementing the annual work plan for all teams including operational deployment plans and individual task implementation plans.
  • Provide the CD with strategic advice on operations in the country strategic planning.
  • Supervise and mentor national Provincial Operations Managers.
  • Supervise and mentor Quality Management Coordinator, Medical Coordinator, Program Operations Coordinator and Technical Field Managers.
  • Act as program security focal point.

The posting is a family duty station, but for accompanying spouse only, as there are no suitable international schools or kindergartens available in Quang Tri province.
