Job Title: Operations Consultant

Department: Operations (HR, Admin, Finance, Logistics, Safety & Security)

Employment status: Full time

Location: Cox’s Bazar, Bangladesh/ Bangkok, Thailand (if needed)

Travel: 25% travel to partner project sites

Reports to: Country Director

Cross reports to: Deputy Country Director & Regional Office

Reporting to this position: N/A

Community Partners International (CPI) is a U.S. based nonprofit organization working with local partner organizations to expand access to quality health services and generate the resources, local capacity and coordination necessary to meet their own health, learning, and development needs.

Key Responsibilities

The Operations Consultant will be responsible to provide senior level leadership and management across the Operations team consisting of Administration, Finance, Procurement, Human Resources, and Safety & Security.

  • Serve as a key advisor to the Country Director on operational and administrative matters
  • Collaborate with the Country Director in setting and driving the operational vision/ strategies and hiring needs
  • Take the lead role in building a strong operations team, coaching operations team/ identifying skills and opportunities for development; provide advice and guidance on operation team members as needed
  • Provide leadership, supervision, and oversight of full office operations to ensure the most efficient use of resources
  • Establish, evaluate and/or enhance operational goals, strategies and structures to support the work of CPI.
  • Manage, supervise, evaluate, and develop the operational and administrative staff leadership capacity for the short and long term.
  • Develop strategic action plans in alignment with programs, efficient procedures and update policies according to local context that realistically support the organization.
  • Responsible for working with the operations team, developing operational work plans/ processes/ policies.

After evaluating current functions and developing and implementing a transition plan, The Operations Consultant is accountable for the following functions:

o Finance & Grants: Develop and implement financial management processes and control systems in accounting, budgeting, financial systems & reporting, tax preparation & reporting, audit, and financial grants management. In collaboration & coordination with CPI Finance Director and CPI BGD Finance Team. Provide strategic guidance and recommendations to the Country Director about financial planning, spending, considering the programmatic needs, compliance to internal control policies and the donors’ rules & regulations. In close collaboration with the program unit, ensure a robust grant management system is in place.

o Supply Chain System: Responsible for strengthening logistics units, overseeing organization’s overall supply chain and logistics strategy and operations in order to develop processes for strategic sourcing, vendor identification/enlistment, logistics and warehouse management, risk management, develop supply chain management policies and procedures to maximize the process efficiency and productivity. Review existing policies, identify gaps, incorporate necessary changes, finalize policy with the Country Director, ensure roll out of policies with staff through training and workshops.

o Human Resources Management: Develop and implement Human Resources strategies and initiatives aligned with CPI’s overall strategy under guidance of HR Director and Country Director. Work with the HR & Admin Manager to ensure that all Human Resource related policies are in place, disseminated and implemented. Ensure that the human resource functions such as i) Recruitment & Onboarding, ii) Learning & Development Guidelines, iii) Retention Strategy, iv) Regulatory Oversight & Legal Compliance, v) People Management Strategies vi) Performance Management, Vii) Salary and Benefit Policies are properly resourced, structured, and well implemented.

o Administrative, Fleet Management, IT and Safety & Security: Work with the HR & Admin Manager to properly establish administrative procedures and guidelines for the organization in terms of administrative management and, guide to develop, prepare, and implement safety and security policies and procedures to establish a safe working environment. Ensures that there is effective & efficient office Administration management, Facility Management, Guest Relations, Event Management, fleet Management, IT and Safety & Security. Assist Operations team in every aspect of ensuring service deliverables and, guide to develop, prepare, and implement safety and security policies and procedures to establish a safe working environment.

o Team Management: Manage and review the performance and progress of Operations Staff, sets objectives and targets; works with the HR Department to develop individual training plans for the team. Take a lead role in building a strong operations team, spend time coaching operations staff, identifying skills and opportunities for development; provide advice and guidance on operation team members as needed. Translate the strategic goals into operational plans to achieve the required targeted growth and achievements.

REQUIREMENTS

Master’s degree on the related area, or equivalent proven experience as senior level leadership position

12+ years working experience preferably in a non-profit organization and/or management consultancy experience

Excellent organizational and leadership abilities

Outstanding communication and people skills

Strong training skills

In depth knowledge of diverse business functions and principles (e.g. Finance, Supply Chain, and Human Resources etc.)

Strong strategic and analytical skills

Demonstrated result building and sustaining result based management

Experience with strategy development, operational design/management, and change management

Experience in thinking creatively and prototyping new ideas.
