The USAID-funded Famine Early Warning Systems (FEWS NET) Strategic Planning and Activity Design (SPADe) Support project, a global activity implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest for an Operations and Staffing Assistant. This position can be fully remote from a continental US-based location or hybrid/remote within a commutable distance to either one of our office locations in Burlington, VT or Arlington, VA.

The Operations and Staffing Assistant will provide administrative support to the SPADe team, including regular coordination of logistical and financial activities. This position will manage the SPADe recruitment efforts and oversee the project’s staff/STTA roster, in compliance with all requirements to ensure a quick onboarding of consultants and staff. The position will coordinate Human Resources (HR) and onboarding processes for STTA staff. The Staffing Coordinator will report to the Operations Manager. This is a full-time position.

Responsibilities:

Under the supervision of the Operations Manager and in coordination with the Operations Assistant:

Operations (60%):

* Provide administrative backstopping support to the FEWS NET SPADe Team, including daily coordination of logistics and finance.

* Ensure compliance of project operations with USAID, Tetra Tech Home Office, and other required administrative policies and guidelines.

* Ensure timely provision and delivery of all financial, administrative, compliance, procurement, and subcontract considerations.

* Provide administrative and functional support to project communications and workflow processes.

* Coordinate logistics for all team travel, project events, and operational needs.

* Take on ad-hoc tasks to meet project activity needs as required.

Staffing (40%):

* Support the project’s operational preparedness by proactively managing, updating, and expanding the STTA roster.

* Actively recruit for upcoming assignments and anticipated geographic and technical support areas.

* Serve as point of contact for enquiries from potential consultants.

* Coordinate consultant onboarding processes with Tetra Tech’s Human Resources department.

* Liaise with subcontractors’ human resources departments to onboard and field subcontractor consultants and staff.

* With oversight from the Operations Manager, develop pre-approvals requests, customize standard employment templates, and rapidly negotiate standby agreement terms to access STTA for surge support.

* Ensure consultant’s dossiers are up to date with all relevant information.

* Provide administrative support to the Operations Manager as needed.

Qualifications:

* Bachelor’s degree in business administration, human resources, accounting, finance, international development, or any other field.

* Minimum of three (3) years’ experience supporting project and/or proposal recruitment and project operations and administration; experience recruiting local consultants for USAID or other donor-funded projects is highly desired.

* Knowledge of USAID contractual rules and regulations and human resource policies and procedures.

* Experience and skills using cloud-based project management and finance tools, including Salesforce, Microsoft Office and 365, QuickBooks, and other systems.

* Exceptional organizational skills and attention to detail.

* Strong written and verbal communication skills in English; proficiency in French, Spanish, Portuguese, or Arabic is preferred.

* Current US work authorization is required at the time of application.

Pay Transparency Statement:

We are committed to taking a thoughtful, compliant and equitable approach to employment compensation and rate setting. The anticipated pay range for this position is $60,000 to $70,000 annually.
