Field-based position in MESO supported countries (Iraq, Lebanon, Yemen, Sudan and Iran) with possibility to be deployed in other MSF contexts
Context
The Middle East Support Office is the OCG office in Amman, Jordan. Its purpose is to support MSF programs in the face of the growing complexity of intervention contexts and new challenges in the Middle East and beyond.
The office is currently supporting Iraq, Lebanon, Yemen, Sudan and Iran with an openness to support other countries and missions as per needs.
MESO joins other MSF structures already present in the region, including OCBA, OCP and OCA in Jordan. Together, we aim to generate a strong dynamic in the Middle East, to better understand its challenges and problems, and gain a clearer picture of the medical and humanitarian issues that MSF needs to address.
The Middle East Support Office (MESO)’s activities are divided between its three main objectives:
Objective 1: Operational analysis, negotiation and advocacy
- Analysis/Negotiation: Increased knowledge and understanding of the medical and humanitarian environment in the region
- Advocacy: Increased engagement and impact on operational advocacy priorities at regional level
Objective 2: Global workforce and Organizational learning development
- Staff capacity: Development of skills and capacity of MSF staff in the Middle East is promoted through mobility and access to learning resources
- Organizational learning: Increase organization learning by gathering, analysing and sharing knowledge and experiences
Objective 3: Direct Operational support
- Direct support: Technical and Operational support is provided to missions in the Middle East in specific areas or dossiers
- Ops continuity: Continuity of activities in the field is ensured through detachment of MESO staff to the missions
- Tools: Operational tools are adapted, implemented and shared among the missions
Mission
This position will provide additional capacity to the MSF OCG Operations Teams, allowing for the swift deployment to missions for Emergency Response, Assessments, Exploratory Missions, gap filling in critical locations and on request the participation to strategic reviews (i.e. on security or context analysis)
The majority of responsibilities of this position are those of a Head of Mission but will be adapted to each mission according to the needs, the type of activity, the role of the polyvalent support (i.e. HOM or Fieldco) and the local context.
Your Profile
Education
- University Degree, preferably Medical, ParaMedical, Public Health or International Relations
Experience
- At least 2 years in a management position with a humanitarian organization
- Essential working experience with MSF (at least one emergency mission)
- Prior regional experience in the Middle East (an asset)
- Experience in opening/closing projects (an asset)
Technical competencies
- Security management
- Strong analytical skills
- Project management
- Essential computer literacy (word, excel and internet)
Languages
- English Advanced level is mandatory
- Arabic is a strong asset
- French is an advantage

Terms of Employment
- Fixed-term contract, 12 months
- Full-Time, 100%
- Working place: Field-based position with visits to the headquarters (Amman and/or Geneva)
- Practical working conditions in the field are in accordance with the MSF OCG volunteer manual.
- Ideal start date: As Soon As Possible
- Gross monthly salary: CHF 5’500.- based on 100%
- Benefits: Health insurance and living expenses in the countries of intervention and at headquarters, paid according to internal regulations.
