Objectives

The Operational Logistics Referent is a logistics referent seconded to operations to assist the Mission Support Unit in all its logistics activities targeted on specific projects. The RLO’s role is primarily functional, but his or her experience and understanding of operations make him or her an important member of the Mission Support Unit, participating in the management of operations and in the monitoring of safety management in mission countries.

Main responsibilities

Project deployment and visits:

As a member of the mission support unit, he participates in defining objectives and operational strategy, guaranteeing technical and logistical feasibility.

Specific Responsibilities

  • He/she is responsible for the smooth running of procurement (in collaboration with the supply department) in the countries where the support unit operates.
  • He/she supervises technical and logistical activities and ensures the application of basic logistical principles in the countries where the support unit operates.
  • He/she anticipates the logistical and technical problems that the support unit regularly faces.
  • He/she promotes and facilitates the implementation of technical activities aimed at improving the impact of medical programs on beneficiaries (EHA, distribution, construction, etc.).
  • He/she supports the missions according to the peaks of activities which require a reinforced support to the operational logistics:
  • Emergencies managed by the mission
  • Exploratory missions requiring special monitoring
  • Vertical activities generating a heavy workload (construction, distribution, programmatic EHA activities, cargo monitoring, etc.).
  • Formalization and review of emergency preparedness plans (EPREP) in collaboration with the emergency unit.
  • He/she participates in the development of response strategies and intervention plans for water and sanitation intervention countries, including resources, in collaboration with the medical and supply teams.
  • He/she participates in the analysis of the context and risks, and proposes technical adaptations to the risk reduction policies of the intervention contexts.
  • He/she validates the technical aspects of the risk reduction policy.
  • He/she plays an active role in drawing up and implementing the unit’s action plans and budgets, in collaboration with the other members of the regular missions, as well as with the members of the mission support unit.
  • He/she is responsible for ensuring the availability, implementation and management of all technical and logistical resources, as well as the associated human resources, within the mission support unit.
  • He/she guarantees the application of non-medical technical policies and standards of quality, availability and reliability of items and systems within the Mission Support unit and in the contexts in which it operates.
  • The RLO is responsible for ensuring the adequacy and reliability of the telecommunications resources required to support the mission of the mission support unit.
  • He/she ensures that the communication policy is properly applied within the support unit.
  • He/she is the logistical communication link between the department, the mission support unit and the customer.
  • He/she capitalizes on logistical experience within the mission support unit.
  • He/she consolidates monthly logistics activity reports (Chronogramme activités).
  • Ensures use of SYNDI 4 to report incidents in the field.

Job requirements

Education

Higher education at least. Technical training a plus.

Experience in technical project management and management a strong asset.

Professional experience required

Minimum 3 years’ experience with MSF in logistics management/coordination positions

Several years’ experience in MSF logistics or a similar NGO

Good knowledge of Cell or HQ operations

Mastery of ERP tools, good knowledge of pack office

Knowledge of MSF or similar NGO supply platform

Mastery of MSF logistics basics

Experience in managing difficult security situations

Good ability to analyze emergency situations and propose logistical strategies

Good understanding of the political mechanisms of conflicts and emergencies

Good communication skills

Ability to plan and implement logistical support.

Experience in coaching and managing teams.

Languages Skills

  • Working proficiency in English and French

Computer Skills

  • MS Office suite (mainly MS Word, Excel and Powerpoint)
