ORGANIZATIONAL CONTEXT

Under the direct supervision of the WFP Madagascar Head of Partnerships and Communication Unit, the OIM Officer will based in the Country Office in Antananarivo and operate with a high degree of independence, carrying out complex analytical work.

JOB PURPOSE

The candidate will coordinate closely with WFP Field Offices and key operational units including Programme, Research, Assessment and Monitoring (RAM), Partnerships, Finance, and Budget and Programming to ensure coherent reporting of WFP activities. The OIM Officer will support all Operational Information Management and Performance Reporting (OIM & PR) activities to ensure the consistent and coherent presentation of operations and associated results of WFP in Madagascar, and thus facilitating informed and timely decision-making.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support staff in assigned area to ensure that standard OIM & PR procedures and templates are followed to drive the quality, consistency and standardization of information management and performance reporting across WFP.

2. Ensure that OIM & PR policies and guidance are applied in established systems to drive the quality, consistency and standardization of information management and performance reporting across WFP.

3. Collate relevant information and data from media and local internal and external sources to facilitate and maximize the exchange of information and data flow between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.

4. Collate and assist in the dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.

5. Collate, analyze, and communicate the ‘Essential Elements of Information’, pertaining to the operational environment and available human, financial and physical assets in order to facilitate access to timely and accurate information used at country, regional and corporate level.

6. Support and coordinate the preparation of Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the country office Programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information.

7. Collaborate with counterparts internally and with other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information.

8. Support the Partnerships team and Programme unit in the timely preparation of donor reports to provide an update on WFP’s activities in the country and showcase achievements.

9. Any other duties as required.

Uses sound theoretical knowledge of communications concepts to generate or facilitate the generation of effective communication materials across various media. Applies this to define work plans aligned to identified areas of WFP’s communications strategy.

Sociopolitical Contextual Understanding

Demonstrates deep understanding of the multilateral/interagency environment and the dynamics in which WFP operates which influences approach to working, policy development and decision making.

Communication Strategy and Planning

Applies advanced understanding of WFP communications strategy and best practice to effectively develop strategies to engage with media and other significant external stakeholders within area of responsibility. Oversees implementation, providing recommendations for improvement.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses

Experience:

  • Three years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.
  • Specialized knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background.
  • Strong written and oral communication skills, including substantive analysis and report writing skills.
  • Able to supervise and support more junior and/or less experienced members of the team.
  • Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

Language: Fluency (level C) in English and French
