GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations.

CONTEXT AND GENERAL OBJECTIVE OF THE POST

The REHUCO will support and supervise the implementation of human resources policies in the Missions of his/her portfolio, ensuring they are serving the operational needs, are in line with the context, the MSF HR vision and values

Disseminate and implement the policies and standards defined by the HR Department.

Ensure the alignment of the HR Dept. policies and standards with those of other departments represented in Cell, and that result is appropriate with the context of the mission.

Ensure the quality of the programmes as well as the respect for legal obligations and MSF humanitarian principles in the missions managed by the cell, through technical supervision, follow-up and advice.

The REHUCO is hierarchically accountable to the Head of Operational Cell (RECO) and functionally to the Head of the Human Resources management Unit

RESPONSABILITIES AND MAIN TASKS

1. Provide strategic and technical support to field teams

· Collaborate with and give technical support to the teams in the field in all phases of the project cycle (design of project proposal, planning, monitoring and evaluation, project re-orientation, expansion or closure), for regular, exploratory, and emergency missions.

· Define and justify the HR strategy of the projects within portfolio, ensuring it aligned with both Operations and HR Dept’s objectives.

· Support missions with HR advice when drafting the annual planning of the projects, in close collaboration with the rest of the members of his/her cell and the support of HR department. Ensure that the requests from the mission in terms of staffing are in line with the HR matrix. Discuss with the cell members and validate the deviations

· Provide HR technical support to the assigned portfolio, taking into account operational orientations and the input from support services (i.e. designing the organisational chart and composition of the national and international teams for the projects, preparing HR planning documents and job profiles).

· Support emergencies when needed, to ensure effectiveness of our response.

  1. Supervise and support implementation of policies and plans

· Ensure that the Organisation’s HR principles, guidelines, and policies are implemented, as well as the recommendations mentioned in the different HR evaluations. Identify report on and defend situations in which their implementation is not viable or may hinder the achievement of operational objectives.

· Ensure compliance of the labour obligation with the local labour legislation, making sure MSF is a Responsible Employer.

· Contribute to implementation of the annual operational plan in the projects within portfolio, according to HR policies.

· Transmit missions’ HR requirements to the HR Department, making sure they are pertinent, to ensure appropriate procurement of resources, by Recruitment and Pool Management Unit, to missions.

· See to the correct monitoring and management of HR by the HR teams in the field, together with the HR Coordinator.

· Follow up field staff (departure and return, integration to the missions and projects, identification of potentials, follow-up and evaluation, development, potential expatriation of national staff, etc.) together with the HRCo.

· Inform pool managers about the performance of the teams so as to enable their development at the end of their mission.

· Follow up Behaviours Issues and support conflict resolution in the Missions and HQ. Participate actively in the implementation of the Behaviour Policies helping the teams in organizing preventive activities. Actively plan actions in coordination with CMT to improve the reporting system and the management of Behaviour cases.

· Help the CMT when disciplinary measures must be taken after a misconduct case. Make suspension decision of field Staff after misconduct. Monitor the proper implementation of the disciplinary procedure in each mission.

· Participate as a member in the critical incident team.

3 Follow up projects and support reporting

· Ensure timely and accurate HR reporting is submitted by missions to analyse the fulfilment of operational and HR objectives, and feed HRM monitoring and analysis.

· Follow the HR management in the projects through field visits and technical reports.

4 Participate in HR processes and training

· Collaborate with the field and the cell and HR in defining and approving descriptions of field positions, based on job profiles.

· Collaborate with HR in the assignment of field positions. Validate jointly with the referent in the cell, the proposal of candidates for CMT positions.

· Keeps the overview of the global workforce in her / his portfolio with strong focus on NS development initiatives and high implication in detachment and other related initiatives”.

· Participate in the support and development of HRCos acting as mentor when required.

· Carry out technical briefings and debriefings of HR professionals in his/her cell and identify individual training needs. Coordinate BF and DBF of the CMT members and exceptional cases. Identify and make possible specific briefings or training needs.

· Ensure that HR teams receive technical and methodological information through briefings, specific sessions, coordinators’ weeks, technical publications, etc. Coordinate the extended briefing and debriefing of HR coordinators with the HR department

· Participate in internal and external courses imparted by MSFE/OCBA in agreement with his/her corresponding RECO.

· Contribute to his/her Operational Cell. Revision of proposals, discussions, and rapports. Promote HR Knowledge in the cell, and share analytical information about HR: Actively participates in decision making processes within his/her Operational Cell.

· Be globally acquainted with all the projects as well as the current situation in each one of them.

· Represent the Cell during field visits. Gap Filler for urgent uncovered positions according to his/her profile.

· Ensure that all the essential documents of the mission to be shared with staff before departure are updated and properly uploaded in OLE

5 Others

· Manage the communication flows with the teams in the field and /or the HR Department, for issues that affect assigned portfolio.

· Consult support services for sparring and as technical show_content providers when needed.

· Participate in the HR on-call process in HQ.

· Participate in the operational back ups.

· Ensure that knowledge management policies are implemented at his/her level of responsibility.

· Participate in the accountability transversal processes at his/her level of responsibility.

· Ensure a proper SAP management

SELECTION CRITERIA

Education and experience

· Degree in Business administration, Human Resources or similar

· Post graduate courses in HR management will be an asset.

· Field experience with MSF or other NGOs within the humanitarian field in coordination positions

· Consolidated experience in HR management

· Expertise in the use of basic HR management tools (job profiles, evaluations…)

· Knowledge of the humanitarian context and projects

· Good command of English and French, Portuguese or Spanish.

· Good computer knowledge as a user (Microsoft Office setting – command in the use of ERP (SAP) will be a plus.

· Position based in Barcelona, travelling to the projects. Hybrid model (office/home)

· Minimum commitment with the position of 3 years

· Annual gross salary: HQ-4C 42,652.89€ (Twelve monthly payments) + Secondary benefits based on the MSF Spain Reward Policy.
