The Surge Officer will support surge operations for the Region of Europe. This includes ensuring that all processes are in place to enable a rapid response to emergencies in the region and carrying out essential tasks to support the deployments of Rapid Response personnel (RRP) in response to a disaster or crisis. The Surge Officer manages rosters of IFRC-wide regional response capacity, including regional human resource assets available for emergency response deployments. The Officer will also work in coordination with Regional HR department to provide CDs and CCDs with seamless, high quality, value-adding HR in emergencies services and advice that support response operations while ensuring fair and consistent treatment of RRP and compliance with HR policies and procedures.

The Surge Officer will be responsible for overseeing implementation of key aspects of the regional Surge Roadmap, including but not limited to organizing events related to emergency response trainings and meetings, developing and communicating Standard Operating Procedures for Surge deployments, ensuring systems readiness for deployments, coordination with internal stakeholders, call for applications, selection process, coordination with administration for travels and accommodations among other tasks related to trainings and Surge Capacity events.

Required:

  • Relevant university education in Human Resources, Pedagogy or an equivalent of qualifying experience managing emergency deployments and trainings.
  • 3+ years of professional talent management experience.
  • Experience managing HR databases.
  • Experience in facilitating and supporting staff during; travels/deployments/trainings.
  • Self-supporting in computers (Email, Internet, spread sheets, word-processing, etc.)
  • Group process facilitation skills, coordination skills.
  • Ability to work in empowering and participative ways.
  • Open to learning and committed to acting on learning and sharing experiences.
  • Programme management skills.
  • Able to work under stressful conditions and meet tight deadlines.
  • Excellent multi-cultural, interpersonal, communication and networking skills.
  • Fluently spoken and written English.
